In case of huge fluctuations in petrol and oil prices, it is necessary to take into account the temporary non-deduction of the fund in a period of time in order to contribute to stabilizing petrol prices in the country

Specifically, for agricultural products, the Ministry of Agriculture and Rural Development (MARD) continued to closely monitor the market price movements in order to have measures to balance supply and demand for stabilizing the foods and rations market; Proactively coordinate with the Ministry of Industry and Trade to have solutions to stabilize the price of pork products and not let the situation of speculation happen or hoarding, closely monitor disease, and actively take measures to prevent diseases and avoid spreading in neighboring provinces; continue to research the output for exporting agricultural products to ensure the sustainability of production; Proactively coordinate with the Ministry of Industry and Trade to prepare sufficient sources to timely respond to unusual events in the rainy season as well as prepare for the holidays, New Year and Lunar New Year.

For the petrol item, dealing with movement of petrol price in the world market with its tendency to increase significantly, based on the results obtained in the management of petrol prices recently, the Ministry of Industry and Trade, in coordination with the Ministry of Finance is to closely monitor the movement of international petrol price and manage domestic petrol price strictly in accordance with the Decree No. 83/2014/ND-CP of the Government dated 3/9/2014 on operating business of petrol, properly use the price stabilization fund with appropriate dosage. In case of huge fluctuations in petrol and oil prices, it is necessary to take into account the temporary non-deduction of the fund in a period of time in order to contribute to stabilizing petrol prices in the country; Continuing research on solutions to increase the proportion of using biofuel in total consumption of petroleum in order to reduce the price of gasoline as well as contribute to environmental protection.

For electric items, the Ministry of Industry and Trade coordinated with relevant units to review cost and price of power sector in 2017, 2018 and estimate price in 2019 in order to propose a scenario for appropriate price adjustment. In the case that an increase of electricity price is needed, it should consider adjustment appropriately along with the promotion of the publicity and transparency of price information. The Ministry of Industry and Trade instructed the Electricity of Vietnam (EVN) to enhance measures to reduce cost, avoid loss of power and increase use of low-cost electricity generation such as hydropower.

In addition, the Deputy Prime Minister also requested the Ministry of Health to urgently review and revise the legal regulations to adjust the basic salary in the calculation of medical treatment services in 2018; Evaluating the impact and proposed scenarios for the operation of management cost in the price of medical treatment services; Preparing legal procedures for the organization of national bidding in 2019; To expedite the implementation of centralized bidding for medical equipment.

For the education services, the Deputy Prime Minister asked the Ministry of Education and Training, Ministry of Labor, Invalids and Social Affairs to continue to take the initiative to capture information and assess the impact of increasing tuition fees in the school year of 2018 - 2019; enrollment and estimate the increase of tuition fees and implementing a roadmap of the market price in 2019.

In addition, the Deputy Prime Minister also asked the Ministry of Construction to closely monitor the price of construction materials, paying close attention to policies and international trade situation that could affect production inputs.

The Ministry of Transport should enhance the management of passenger transport fares, supervise the declaration and adjusting prices of transport enterprises, ensuring the people's travel demands during the holidays and Tet holidays; To set up a roadmap for adjusting the prices of discharging container services in line with the regional prices and the actual conditions in Vietnam; Coordinate with the Ministry of Planning and Investment (MPI) and the Ministry of Finance to assess the impact of the adjustment roadmap so as not to affect the CPI and other socio-economic aspects.

The Ministry of Information and Communications would continue to implement and manage telecommunications service fees in accordance with the Decree No. 25/2011/ND-CP of the Government dated 6/4/2011 on stipulating specifically the implementation of a number of articles of telecommunication law; To coordinate with the Ministry of Finance in managing the telecommunications service charges in accordance with the provisions of the Telecommunications Law, the Law on Prices and guiding documents.
