Implementing e-invoices generated from cash registers

Implementing Tax Administration Law 2019, Decree 123/2020/ND-CP and Circular 78/2021/TT-BTC, July 1, e-invoices have been launched nationwide for businesses and households.
Accordingly, 100% of businesses and business households, including taxpayers operating in the direct-to-consumer sectors (commercial centers, supermarkets, retail consumer goods, catering, restaurants, hotels, retail medicines, entertainment, and other services) have used e-invoices.
According to the Minister, thanks to the support and coordination of local government, the revenue management of the Tax sector and the implementation of e-invoices has achieved positive results.
However, Minister of Finance Ho Duc Phoc said that the common forms of e-invoice such as invoices with codes and invoices without codes of the Tax authority have not yet been implemented for some direct-to-consumer business sectors. Some sectors have operated regularly and continuously but the value of each invoice is not high and the number of invoices is large such as catering business, restaurant, hotel, entertainment service, supermarket, and gold sector.
Therefore, to effectively use e-invoices of enterprises and business households operating in the direct-to-consumer sector, the Tax sector has developed solutions and officially launched the system of e-invoices generated from cash registers since December 15, 2022.
E-invoices generated from cash registers can be issued immediately to customers after working hours or midnight because the cash register is connected to send the data to the Tax authority. This is the e-invoice with the code of the Tax authority. Further, the seller will be more active in correcting errors because all invoices are sent to the Tax authority at the end of the day.
Many cash registers may be installed at one point of sale to issue the invoice to customers quickly.
The use of e-invoices generated from cash registers also better meets the requirements of customers who need the invoice to participate in the prize because the information about the ID card of the customer without tax code or missing the tax code stated on the invoice.
The revenue collection in 2023 is forecast to face difficulties and challenges such as high inflation, escalation of political conflicts, and serious energy crisis, leading to crises of other commodity markets. The State revenue is expected to rise about 17% compared with the estimate in 2022. The implementation of e-invoices is the key task of the Finance sector in the digital transformation program.
Minister of Finance Ho Duc Phoc hopes that leaders of local governments continue to coordinate in implementing e-invoices and e-invoices generated from cash registers.
