Improving professionalism in consulting business community

VCN- In developing Customs-business partnerships in the second half of the year, one of tasks the General Department of Vietnam Customs has requested its departments is to improve the professionalism in consulting the business community.

In the first half of 2019, the whole Customs sector implemented 300 consultations with the business community. At the General Department of Vietnam Customs, it organised 43 consultations with the business community about amendments and supplementations to legal documents.

At local customs departments, Binh Dinh Customs Department implemented 57 consultations on Customs value, Quang Ngai Customs Department conducted 37 consultations related to Customs procedures and tax policies; Ha Noi Customs Department conducted 57 consultations on tax, customs value, application for import license, on spot-import and export procedures, Binh Duong Customs Department conducted 11 consultations related to specialised inspection and customs procedures.

To continue implementing solutions to develop customs-business partnerships, the General Department of Vietnam Customs directs units to focus on consultations. Units monitor the results after each consultation to assess the efficiency of organisation and the attention of enterprises. Reports receive information and solutions to consultative parties and they then report to competent agencies on matters beyond their jurisdiction.

Regarding the organisation of consultations after promulgating new regulations and policies, the units shall include consultations in business conferences or organise regular consultations with partners on the impact and influence of the new regulations and policies; on solutions to solve problems arising during performance.

The General Department of Vietnam Customs also asks that units focus on disseminating legal policies. The specialised departments under the General Department shall complete guidelines for implementing new regulations, policies and procedures after the business training conferences; systematise guidelines on the implementation of Customs regulations, policies and procedures issued in the year. They shall monthly update and provide these two contents through the Customs Reform and Modernisation Department and provincial and municipal customs departments to coordinate with the Business Association to spread the news to business community.

Regarding support for compliance, the provincial and municipal customs departments will consider issues arising in implementing new laws to instruct enterprises to comply with the law, while evaluating and classifying groups of enterprises and commodities that often arise violations to help enterprises identify and prevent violations.

To systematise errors and law violations that enterprises regularly face to inform to the business community and help them to review and avoid in carrying out customs procedures to enhance the law compliance of enterprises.

The provincial and municipal customs departments shall review, synthesise and propose commodities to be controlled to meet the requirements of customs management, thereby, the General Department of Vietnam Customs will connect and discuss with business associations to support deployment.

The General Department of Vietnam Customs directs departments to expand initiatives in the sector. In recent years, at many local customs departments such as Ho Chi Minh Customs Department, Quang Ninh Customs Department and Hai Phong Customs Department have had many initiatives in developing customs-business partnerships. Ho Chi Minh City Customs Department has built a tool to monitor and record the process of handling for import and export shipments, helping to make handling transparent and systematise violations and law violations in the customs management to publicise them at the headquarters of Customs branches and Build, deploy and pilot applications to provide information to enterprises on mobile devices.

Quang Ninh Customs Department has deployed the Customs Department Competitiveness Index (CDCI) to assess the satisfaction level of enterprises with the quality of service and support enterprises in the Customs field.

Hai Phong Customs Department has listed enterprises and Customs broker’s staff to update, search and monitor in processing procedures; inform new documents to exchange and instruct enterprises to comply with the law; re-systematise all violations in the same period of enterprises to assess risks and employ propaganda and prevention measures.

The General Department of Vietnam Customs requests the units to report on the implementation of initiatives, impact assessment and efficiency of the application of the initiative in the reality; coordinate with the General Department in disseminating initiatives to units in the Customs sector and the business community.
