In 2021, tax sector strives to achieve payroll reduction rate of 10% or more compared to 2015

Towards modernization of tax administration

At the same time, to step up administrative reform, ensure the effective implementation of the State Administration Reform Master Program in the 2021 – 2030 period; focus on researching and proposing initiatives to reform administrative procedures, especially those related to production and business activities of people and enterprises, contributing to promoting socio-economicdevelopment and respond to taxpayer requirements.

In 2021, the Taxation branch will strengthen the responsibility of the leader in organizing the implementation of administrative reform; clearly defining the achieved results and specific tasks associated with the responsibilities of individuals, agencies and units in charge of implementation and allocating resources to ensure implementation; strengthen honest and objective inspection and assessment of administrative reform implementation results according to regulations.

The tax industry will also change the mode of service, putting people and businesses as the center, ensuringthe satisfaction of individuals and organizations as an important measure in e-Government development; ensure close and synchronous connection of information technology application with administrative reform, reform ways and working methods and identify the application of information technology as an effective tool to support and promote improvements of administration in the tax sector.

The General Department of Taxation will use the annual administrative reform results as an important basis to evaluate the level of task fulfillment, leadership capacity, management and responsibility of the head of the unit and is one of the goals for evaluation and commentary on emulation titles and commendation forms for collectives and individuals.

Comprehensive institutional and administrative reform

To achieve these goals, first of all, the tax sector will focus on implementing the task of institutional reform. Accordingly, the General Department of Taxation will promote the building and completion of the legal system, improve the effectiveness and efficiency of law enforcement, builda unified, synchronous, feasible, public, transparent and stable system foreasy access.

In particular, the rights and legitimate interests of the people will be placedas the center, creating favorable conditions for the development of the tax industry and the requirement of sustainable socio-economic development, national defense and security in the context of the fourth industrial revolution.

The Taxation Department will also strictly control the issuance of legal documents related to business activities on the basis of legal regulations, especially administrative documents and legal documents in the field of tax; prevent the deploymentof unnecessary, unreasonable and illegal regulations; causing difficulties for business operations of people and enterprises, minimizing the number of legal documents.

Another central task of the Taxation sector in 2021 is administrative procedure reform.

Accordingly, the tax sector will focus on implementing the program to reduce and simplify regulations related to business activities in the 2020 – 2025 period. At the same time, reviewing,proposing and recommending immediate reduction and simplification of unreasonable regulations is a barrier causing difficulties for business activities in the tax field. Including regulations on administrative procedures, business conditions, periodic reporting, ensuring that the target by 2025 to cut at least 20% of regulations and 20% of administrative costs is met.

The task set out with the tax industry increases the application of information technology in the settlement of administrative procedures; reforming working methods, promoting the implementation of administrative procedures in the electronic environment through the effective implementation of Decree No. 45/2020 / ND-CP dated May 8, 2020 of the Government on administrative procedures in the electronic environment.

The Tax Department will focus on implementing the project of renewing the implementation of the one-stop shopfor administrative procedures in the direction of improving service quality, building and implementing administrative procedures through the electronic one-stopinformation system, minimizing travel time, costs and facilitating taxpayers.

In particular, the General Department of Taxation will regularly hold dialogues with businesses on administrative policies and procedures. Thereby strengthening the inspection of the implementation of the control of administrative procedures to assess the situation of handling administrative procedures for people and businesses and promptly rectify and improve the role and responsibility of officials and civil servants who directly handle administrative procedures.

The third important task of the tax service in 2021 is to reform the organizational apparatus.

Specifically, the tax industry will continue to organize the taxation's organizational apparatus in the spirit of Resolution No. 18-NQ / TW, Resolution No. 19-NQ / TW, Resolution No. 56/2017 / QH14, and Conclusion No. 34-KL / TW; build a clean, strong administration, unified, transparent, streamlined and reasonable management; meeting the socialist-oriented market economy and international integration.

In 2021, the Taxation branch will review and consolidate the functions, tasks, powers and organizational structure of affiliates under the General Department of Taxation. To rearrange and consolidate the organizational structure of affiliates under the General Department of Taxation in the direction of reducing, simplifying the focal point and reducing the intermediary stages.

In particular, the General Department of Taxation will ensure the payroll reduction rate is 10% or more compared to 2015.

In 2021, the tax sector will also continue to implement reform of public service and reform of public finance to improve efficiency of public finance reform within the sector.
