The scope of application of this decision is public service delivery units, organisations and individuals specified in Decree 150/2020 of the Government dated December 25, 2020 on transformation of public service delivery units into joint-stock companies

According to the decision, the list of industries and sectors of public service delivery units converted into joint-stock companies of which the State holds over 50% of charter capital includes: clean water exploitation, production and supply, urban and rural drainage.

The list of sectors and industries of public service delivery units transformed into joint-stock companies, where the State holds half or less of charter capital or does not hold shares; and the State holds more than 35% to 50% of the charter capital for first offering to ensure the role of the State and stabilize the apparatus and maintain the quality of provided services after equitisation, includes:

Environmental sanitation, wastewater treatment; public lighting; consulting services in the fields of: urban planning, accounting, auditing, tax, valuation, market research, social polls, business management consulting;

Technical support services for scientific and technological research; services related to intellectual property, technology transfer, technical standards and regulations, the measurement of product quality; information, consulting, training services and dissemination and application of scientific and technological achievements in socio-economic sectors;

Labour market information services, employment services, support for the development of labour relations, foreign employment services (except for employment service centres managed by the Department of Labour, Invalids and Social Affairs of the provinces and centrally-run cities and by the Ministry of Labour, Invalids and Social Affairs);

Management and maintenance of the road system; management and maintenance of docks and bus stations; driving training and examination; trade in exhibition space, trade promotion and investment; support services, market information provision and tourism promotion; management of real estate, markets and trade centres; business in guest houses, motels; short-stay services and meeting services;

Services for the infrastructure development of industrial parks, industrial clusters and supporting services in industrial parks and industrial clusters (excluding land fund development).

Prime Minister Pham Minh Chinh requests ministries, ministerial-level agencies, government-attached agencies, provincial-level People's Committees, Hanoi National University, HCM City National University and relevant organizations and individuals to list public service delivery units under their management that meet conditions specified in Clauses 1 and 2, Article 4 of Decree 150/2020 and are in industries and sectors specified above, and submits it to him for approval of transformation into joint-stock companies for 2021-2025 in the fourth quarter.

At the same time, the above unit is required to report the Prime Minister approving the roadmap and the percentage of divested capital from firms after transformation. It is ensured the rate of State-owned shares must satisfy the above provisions; and report ti the Prime Minister for considering and deciding on cases that are ineligible.
