Specifically, for sea transport, in cases of goods being transported in full containers, if the number of containers and the number of lead has not changed since loading onto the means of transport at the loading port of the country, group of countries or territory of export member countries until it was imported into Vietnam; lookup information on e-manifest which showed number of containers, the number of lead does not change, it would be considered accepting the bill of lading as proof the goods meet regulations on transshipment and transit.
For air transport, if the customs declarant provides full master bill of lading (Master Airway Bill) for each leg and secondary bill of lading (House Airway Bill); on the House Airway Bill bill it shows the goods shipped from the point of loading in the exporting country to point of discharging at the importing country, the information between the Master Airway Bill of lading, House Airway bill of lading Bill and customs documents is appropriate and matches, it would be considered accepting these bills of lading as proof goods meet regulations on transshipment and transit.
Customs officials should check and compare documents provided by customs declarants with information in customs dossiers to determine the status of goods in the course of transportation.
