It is unsuitable for enterprises to "avoid" e-invoices

Decree 119/2018/ND-CP stipulates the mandatory roadmap for the use of e-invoice for 100% of enterprises in Vietnam. It has officially been in force for nearly a year and achieved initial results. According to the General Department of Taxation, in the first half of 2019, the total number of e-invoices was 2.3 billion. Along with that, the number of enterprises that registered to issue e-invoices with the authentication code of the tax authority is 279; the number of enterprises that have issued e-invoices with the authentication code is 255.

Resolution No.01/NQ-CP of the Government also requested that: "Expanding the application of e-invoice, basically completed in 2019 in Hanoi and Ho Chi Minh City,” in order to accelerate the implementation of e-invoice in the country’s two biggest cities. Many businesses responded and successfully implemented e-invoices nationwide. In particular, big cities like Hanoi and Ho Chi Minh City are aiming to achieve the goal of 100% businesses using e-invoice in 2019.

However, there are many businesses that are not ready to use e-invoices. In fact, most businesses that have not implemented e-invoices share the same reason, such as: they have many paper invoices, so they try to "take advantage" of the number of printed invoices; the deadline for implementation is not yet reached; due to the reluctance in changing of enterprises, they are not ready to use e-invoices. Besides, many businesses are concerned about the safety and confidentiality of e-invoices when performing duties online and they do not trust the tools and security of suppliers.

According to Ms. Dinh Thi Thuy, General Director of MISA Joint Stock Company, it is unsuitable if enterprises deliberately "evade" the e-invoices. Instead, businesses need to proactively use e-invoices as soon as possible. This not only brings economic benefits and improves human resources and corporate governance, but also helps businesses ensure their position in the growing market.

“The early application will help businesses soon standardize processes, accounting operations, avoiding problems when the Government officially requires the use of e-invoices. In addition, ensuring the safety, confidentiality and legality of the invoice, businesses should choose reputable suppliers with good experience in implementing financial-accounting-tax solutions and high security solutions for e-invoices,” Ms. Dinh Thi Thuy said.

Ms. Thuy also said that, for businesses, the cost of converting to e-invoice is not a problem but it is very important to overcome barriers and change habits. Therefore, communication, training and guidance for enterprises to use e-invoices are necessary.

According to the guidance of the General Department of Taxation, in order to use e-invoices, the enterprise must be an economic organization having fully qualified and currently conducting electronic transactions in the tax declaration section with tax authorities (for example, using electronic tax payment, tax declaration online). At the same time, enterprises can carry out electronic transactions in banking activities (make transfers via Internet Banking) and possessing a legal and valid digital signature.

Tax authorities also note that when using e-invoices, enterprises need to own adequate infrastructure to initiate, edit, issue and send e-invoice such as electronic information transmission lines (Internet), communication devices (desktop computers, laptops, some other electronic devices), with a system of electronic invoice data storage.

In particular, enterprises must own a contingent of qualified workers and employees that can initiate, modify and use e-invoices as prescribed by law. In addition, enterprises must also have software of goods trading and service provision connected to accounting software, ensuring all data and information related to e-invoice will be automatically transferred to the accounting software at the beginning of invoice creation.
