According to the Lang Son Department of Customs, the smuggling in this province remains complicated, especially illegal trade and transportation of fireworks, violent toys and unsafe food. The transportation routes are mostly minor trails and auxiliary gates. Especially, since the beginning of the third quarter of 2016, there have been many cases of smuggling and illegal transportation of poultry products and raw materials across the border area under the control of the Chi Ma Customs Branch. The smuggled goods are normally gathered in Na Quan, Na Phat, then perpetrators use motorcycles and 7-seat cars to transport illicit goods to the domestic market for consumption.

The Lang Son Department of Customs has directed the Chi Ma Customs Branch to collaborate with the Border Guard Force to inspect and control the cases. In addition, the Lang Son Department of Customs has requested relevant units to strengthen information gathering, increase the number of patrols, promote the control of sensitive areas in order to prevent smuggling and illegal transportation of illicit goods across the border, especially prohibited products and unsafe food.

The statistics showed that, until 15th November 2016, the Lang Son Department of Customs detected and handled 390 cases of smuggling, trade fraud and violations of Customs procedures, worth more than 20.6 billion vnd. In particular, the number of violations of Customs procedures was 289 cases, worth 14.1 billion vnd. Smuggling and illegal transportation of goods across the borders totalled 79 cases, worth 6.5 billion vnd. There were 1 case of drug transportation with 0.5 kg crystal meth, 3 cases of violation of intellectual property, counterfeiting and counterfeit money, and 18 cases of fireworks transportation with 259.8 kg and 45 iron rods. The Lang Son Department of Customs has transferred the file of 6 cases to other functional forces.

In order to implement effective prevention and fight against smuggling, illegal transportation of goods across the borders and trade fraud, as well as ensuring the safety of food hygiene, the Lang Son Department of Customs has directed relevant units to prevent and fight against smuggling and counterfeiting in a timely fashion and strictly control trade fraud before, during and after the Lunar New Year in 2017.

Besides, the Lang Son Department of Customs has focused on combating smuggling, commercial fraud and counterfeiting of essential products used during the holiday such as confectionery, fruits, poultry and poultry products which are not quarantined, firecrackers, weapons, reactionary documents, violent toys, wine, tobacco, clothing, footwear and electronic items. The Department has proactively made plans to destroy the smuggling rings, with prohibited and fake goods in order to carry out prosecution and investigation under the Law.

In addition, functional forces need to allocate and assign enough forces to ensure the operations for 24 hours per day to implement anti-smuggling activities.

The Lang Son Department of Customs has also required relevant units to promote inspections, closely monitor people, vehicles, exported and imported goods. In particular, vehicles transporting imported goods which stay overnight without Customs clearance must be examined and monitored fully to prevent smuggled goods across Customs supervision areas. Customs also needs to actively coordinate with the Police Force, Border Guard Force, Market Management Force and local State authorities to identify perpetrators, commodities and key areas 24 hours per day.
