List of Provinces reaching a high state buget revenue collection.

The statistics of the Ministry of Finance show that, among 45 provinces having a high revenue collection, 25 of them reached over 36% of the estimates; 51/63 localities reached a higher revenue collection than the same period in the last year, only 12 provinces reached a lower revenue collection than the last same period.
Alone 16 provinces having regulated revenue to the Central, 3 of them had a quite high revenue collection compared to the estimates. They are, Quang Ngai reached 54.3% of the estimates. The province had a significant increase in revenue collection due to several 100% of the Central budget revenue collection arising in December 2016 of the Dung Quat Refinery. Besides, this is due to the refinery’s re-operation, its capacity reached 105% of its design, so the production and consumption are quite good (reached over 40% of the estimates); the oil price in the first 4 months increased by 5.6% USD/ barrel compared to the estimates… leading a strong growth in revenue collection of Quang Ngai Province.
The second highest revenue collection was Bac Ning Province, reaching 42% of the estimates. And the third highest was Hai Duong Province reaching 36% of the estimates.
The two provinces had the high revenue collection thanks to a number of large enterprises that speed up disbursement, pay a large contractor tax and the revenue from the special consumption tax on import cars. For example, the Samsam Display project in the Bac Ninh Province has pushed up their disbursement and paid 301 billion vnd on foreign contractor tax, equivalent to 70% of the estimates in the whole year.
5 provinces have achieved over the average revenue collection, including Quang Ninh reached 32.8%; Hung Yen reached 32.9%; Da Nang reached 32.9%; Khanh Hoa reached 32% and Ho Chi Minh City reached 32.7%.
According to the statistics publicized at the briefing session meeting of the General Department of Taxation, 8 provinces having a low revenue collection are: Vinh Phuc reached 25.3%; Quang Nam reached 25.8%; Dong Nai reached 28.6%, Hanoi reached 28.6%; Ba Ria-Vung Tau reached 29.3%; Can Tho reached 29.6%; Hai Phong reached 30%; Binh Duong 30.6%.
In general, the revenue collection from provinces in the first 4 months is quite good compared to other sectors.
The cause is that since the beginning of the year, the tax authorities have drastically implemented the collection through reviewing, understanding the subjects, budget revenue resources in the areas. At the same time, inspect the tax declaration and tax finalisation to collect correctly, fully and timely.
Tax authorities have also implemented debt management solutions and enforcement of tax debt collection; intensified the tax examination and inspection for enterprises; detected and promptly handled cases of the improper declaration, tax fraud or tax evasion. In addition, the tax branch has continued to accelerate the reform of administrative procedures, modernised the collection and created more favourable conditions for enterprises and taxpayers.
In the coming time, along with the active implementation of solutions for state budget revenue, especially central budget revenue in 2017, these solutions above will be the priority of the tax branch to implement to ensure the completion of cost estimates.
The estimates of the state budget revenue collection in 2017, the Government, the Ministry of Finance assigned to the tax authorities is 968.580 billion vnd. In which, Central budget revenue is 486.130 billion vnd, the local budget revenue is 482.450 billion vnd.
In the first 4 months in 2017, the revenue collection of the tax branch was estimated at 341,344 billion vnd, equivalent to 35.2% of the estimate (ordinance) and 116% compared to the same period in 2016 (excluding revenue from the sale of shares of the State in enterprises).
