Supplement regulations on the management and expenditure for ensuring traffic safety and order

Draft circular regulates about spending on propaganda and dissemination of traffic safety laws including: supporting production, editing, broadcasting, issuing and transmitting information with journalistic nature, radio and television programs, publications and others (leaflets, posters, panels, slogans, video clips) in order to enhance the information and transmission of content for traffic safety and order, preventing traffic accidents.

Heads of agencies assigned to perform communication tasks shall have to select the form and content, and support level for ensuring the efficiency and effectiveness of cost-saving principle, comply with the law on bidding and making a deposit and assigning tasks.

Along with that, the draft circular also stipulates, for localities: Department of Transport, Police of provinces and cities and Traffic Safety Committees at all levels, to make expense cost estimates for ensuring traffic safety and order under the task that is assigned and sent to the finance authorities of the same level, for consideration and summing up the annual budget expenditure, which is to be reported to the provincial People's Committees in order to submit to the provincial People's Councils in accordance with the regulations.

Particularly for the police in the provinces and cities, they shall make cost estimates to include the budget for performing the task of ensuring traffic safety and order by the police in districts, towns and provincial cities, and police in wards and towns, and send to financial authorities. At the same time, sending to the Ministry of Public Security for monitoring and managing the police force.

Provincial-level People's Committees shall submit to the People's Councils of the same level, to decide on the use of additional central budget sources with objectives for local budgets from revenues of sanctioning administrative violations in the field of traffic safety and local budget in order to perform the tasks of ensuring traffic safety and order in the locality; to decide the support level specifically for the police force of the provinces and cities to perform the task of ensuring traffic order and safety in the locality in accordance with the provisions of Point b, Clause 9, Article 9 of the Law on the State Budget.

Particularly, in 2019, the provincial People's Council is to actively use the revenue collected from sanctioning administrative violations in traffic safety and order, which were regulated from the central budget into the local budget in order to perform the assigned tasks on ensuring traffic safety and order, prioritizing police forces, transport inspection and handling of black spots and potential traffic accident spots in accordance with the provisions of Decision No. 1629/QD-TTg dated 23/11/2018 of the Prime Minister on the allocation of budget estimates in 2019.

In particular, the local budget arranged for the police force of the provinces and cities to perform the tasks of ensuring traffic safety and order in the locality is implemented by withdrawal of estimates.
