Deploying at the largest seaport in the country

In furtherance of the Finance Ministry's Decision No. 2722 / QD-BTC of December 29, 2007 on the application of the automatic management and supervision of customs procedures to goods that are exported, imported or transited at seaports, and the international civil airports. After being deployed at 4 seaports in Ho Chi Minh City, the Customs Department of Ho Chi Minh City officially implemented the decision of the Ministry of Finance at the Saigon Newport Corporation in the coming June.

According to the Customs Department of Ho Chi Minh City, the large volume of imports and exports through Cat Lai port occupies 92% market share in Ho Chi Minh City, and for the preparation for the implementation of customs supervision system itself, the operation at Cat Lai Port managed by Saigon New Port Corporation is carried out carefully, avoiding affecting the process of goods clearance of enterprises. At present, the preparation of technology and human resources is relatively stable; the unit is completing the steps, asking the leaders of the General Department of Customs to deploy in June.

In order to participate in the implementation of automated management system at Cat Lai Port, Sai Gon New Port Corporation has strongly applied IT in the direction of automation of each part to participate in the program of modern management. According to Ngo Minh Thuan, Deputy General Director of Sai Gon New Port Corporation, this unit has coordinated with the customs office to deploy many programs connected in IT for monitoring such as: TopoVN; Implementing Article 41 of the Customs Act ... Especially, Saigon New Port Corporation has effectively implemented the "Modernization of Port Forwarding Procedures". Up to now, 100% of customers have had containers down at Cat Lai Port and 80% of customers received empty containers, and the empty containers are processed and paid online through ePort software. Deploying the series of electronic delivery to customers of Maersk shipping firm and developing the ePort mobile app to facilitate customers will be a favorable premise to deploy automatic customs control and management system in accordance with Decision 2722 / QD-BTC.

To prevent smuggling and trade frauds

One of the most effective tools when implementing the automatic customs control and management system is to control the movement and fluctuation of cargo containers in order to help custom control cargo flow, preventing smuggling and commercial fraud. According to Mr. Dinh Ngoc Thang, Deputy Director of HCMC Customs Department, this program integrates many modern management programs to closely monitor the movement process, fluctuation and commodity status from the time of entering and leaving ports, warehouses as well as transportation between Customs supervised locations. Effective implementation of this program will create new breakthroughs in customs management at seaports and airports, shortening the time and costs of enterprises and strengthening the management of the Customs agency, enhancing the compliance of enterprises, preventing fraud and smuggling. By applying automatic customs control and management system, importers and exporters can minimize the exchange of documents with transport companies as well as customs offices. As a result, the burden of declaration is reduced, speeding up the clearance process.

According to Nguyen Thanh Long, Deputy Director of Supervision and Management Department of Ho Chi Minh City Customs Department, there are 58 enterprises operating in ports, warehouses, yards and places relating to import-export activities with 65 warehouses, yards and locations. The implementation of automatic customs control and management system for export, import and transit goods at international seaports and civil airports has helped to modernize and effectively control the goods in and out of port, avoiding the situation of taking advantage of unsold goods that have not cleared procedures, smuggled goods, prohibited goods out of the port. The assignment of rights to enterprises of warehouses, port and port warehousing companies to connect the software with the customs office to manage the goods helps to closely monitor the process of moving, fluctuating and the status of goods from the arrival to the time of exit. From the port, warehouses as well as transportation between Customs supervised locations, all phases are implemented on the software system, reducing manual monitoring as before.

The automatic management and supervision of customs will fully control each batch of goods, minimizing the enterprises forging dossiers for unloading goods without procedures, smuggled or prohibited goods to leave the port as has happened in the past; Contributing to the deterrence of objects of commercial fraud.
