The Ministry of Finance said that under the close guidance of the Government, the Prime Minister and the the National Steering Committee on the Prevention and Control of Smuggling, Commercial Fraud, and Counterfeit Goods (National Steering Committee 389), the Ministry of Finance deployed many solutions to effectively control the situation of smuggling and commercial frauds, especially at the land border areas and seaports.

There have been many synchronous solutions which have been deployed recently. Together with the promulgation of mechanisms and policies related to Customs control, the Ministry of Finance has consulted and issued an effective implementation of the Government’s Resolution on stepping up the fight against trafficking, illegal trade frauds and counterfeiting in the new situation.

Also, synchronously applying professional measures and applying information technology to fight smuggling and trade frauds in the sectors such as preferential VAT refund policy for exported goods, temporarily imported goods for re-export, bonded warehouses, investment incentives, taxes for border gate economic zones; to strictly control key items affecting national security and public health such as drugs, weapons, petrol, foreign currencies, gold, foreign wines, foreign cigarettes, cars, fashion goods, pharmaceuticals products and cosmetics.

At border gates and remote areas, propaganda has been carried out on combating smuggling, trade frauds and illegal cross-border goods transportation in various forms suitable to the situation and characteristics of each location; warning on methods and tactics to encourage people to actively participate in the prevention and combat of smuggling and illegal transportation of goods across borders.

In the report sent to delegates in Vinh Long, the Ministry of Finance noted that by 15th November 2015, the Ministry of Finance had well-accomplished roles in coordinating with ministries and local authorities at all levels to promote effective detection, arrest, and handling of 186,989 cases of violation, an increase of 6.47% over the same period of 2014. The amount collection for the State budget from fines for administrative violations, sales of confiscated goods and inspection, examination, retrospective tax collection were estimated at 11,536 billion vnd, an increase of 5.75% over the same period in 2014; 1,123 cases were prosecuted with 1,281 perpetrators.

The report on the work of combating smuggling and trade frauds in 2016 showed that, from the beginning of 2016 to 31st December 2016, the Customs force had taken the lead and coordinated relevant units to handle 15,489 cases, equivalent to 416.498 billion vnd and 171.249 billion vnd paid to the State budget. There were 48 criminal cases to be prosecuted and more than 100 criminal cases were transferred to other agencies.

In the coming time, in order to strictly control smuggling and illegal transportation of goods across borders, the Ministry of Finance will focus on a number of measures to improve the legal basis for smuggling and illegal transportation of goods across the border related to Customs control; well perform the role of assisting the National Steering Committee 389, advise the Government on the effective direction and administration to meet the requirements of the new situation; formulate and effectively implement plans and specialized projects of struggling suitable to geographical areas and situation.

For Customs control, the Ministry of Finance will continue to intensify the inspections and supervision of illegal entry and exit, multiple entry and exit for unclear purposes; inspections for exports, imports, and temporarily import goods for re-export through the border gate.

For areas of land border gates, trails, openings, gateways, border gate economic zones, areas near the border and other locations within the area of Customs operation, the Customs force will strengthen the coordination with the forces of border guards, police, market management, and quarantine to strictly control.
