The revenues of 49 of 63 provinces reached over 92% of the estimates.

According to the latest report of the General Department of Taxation, in November, 2016, the revenues were estimated to reach 63,000 billion vnd in which the revenue from crude oil was estimated at 3,300 billion vnd, equal to 6.1% of the estimates; and the domestic revenue was estimated at 59,700 billion vnd, equal to 7.9% of the estimates.

Thus, the accumulated revenues of eleven months of 2016 were estimated at 753,434 billion vnd (excluding revenues from selling State shares in enterprises), 93.1% of the estimates and 107.2% for the same period in 2015.

In which, the revenue from crude oil was estimated at 35,607 billion vnd (equivalent to 63.3% of the estimates); the domestic revenue was estimated at 717,830 billion vnd (equivalent to 95.1% of the estimates). The rest excluding land use right fees, dividends and profits was estimated at 596,900 billion vnd, equivalent to 91.8% of the estimates.

11 of 16 revenues and tax types were mostly reached, in which there were some large revenues such as: revenue from non-State sector reached 99.5%, revenue from foreign invested enterprises reached 92.3%; personal income tax reached 95.8%; environment protection tax reached 99.7% and License tax reached 106.4%; and revenues relating to land also reached a high rate such as: revenue from land use right assignment reached 143.2%; revenue from land rental reached 160.9%; revenue from sale of State-owned houses reached 331.6%, Agricultural land use tax reached 158.3% and non-agricultural land use tax reached 84.5%, etc

In comparison with the estimates, the total domestic revenues of the first eleven months of 2016 in many provinces were mostly achieved: 49 of 63 provinces ensured the progress of estimates performance (over 92%), in which 28 of 63 provinces completed the estimated revenues of 2016 due to a high increase of revenue from land use rights assignment. And 14 of 63 provinces had not met the progress of the estimates performance (below 92%)

If not accounting on revenue from land use rights assignment, there were 39 of 63 provinces ensuring the progress of the estimates performance (revenues reached over 92%), 20 provinces completing the estimates are: Quang Nam, Thai Binh, Thai Nguyen, Ninh Binh, Hau Giang, Da Nang, Ha Nam, Kien Giang, Soc Trang, Bac Lieu, Hai Phong, Lai Chau, Vinh Phuc, Tien Giang, Khanh Hoa, Phu Tho, An Giang, Thanh Hoa, Lao Cai, Hoa Binh; and 24 of 63 provinces have not meet the progress of estimates performance of 2016 (revenues reached below 92% of the estimates at the ordinance).

According to the General Department of Taxation, compared to the same period in 2015, most provinces (59 of 63 provinces) had an increase in revenues and only 4 of 63 provinces had lower revenues.

Urge to collect revenues in key provinces

To obtain such a result, in November, 2016, the General Department of Customs has constantly directed the Tax agencies at all levels to deploy measures on tax management and focus on measures to urge collection for the Central budget and tasks and steering solutions to operate the socio-economic developments of the Ministry of Finance and the Government.

In addition, the General Department of Taxation directed 13 Tax Departments which had revenues from regulations of the central budget to seek measures and solutions to implement the collection of central budget revenues for the last 2 months of 2016 and established delegations of the General Department’s leaders to directly inspect, direct and urge the collections in key provinces, large Groups and large enterprises.

Furthermore, Taxation continued to provide information and propagate new tax policies, tax administrative procedures and activities on tax through the mass media, also deploy the Government Resolution on improving the business environment and enhancing competitiveness and e-government, and focus on promoting the expansion of services: online tax declarations; electronic tax payment services; electronic tax refund; electronic tax declarations and payment for housing rental, electronic tax payments from Land use rights transfer and electronic invoices with validation codes, etc.

Currently, the General Department of Taxation has been developing applications to meet the deployment of new tax policies and new management procedures to simplify administrative procedures and reduce the compliance time of tax for taxpayers. Besides, Taxation will continue to upgrade and deploy systems of information exchange between Tax authorities and authorities of environmental resources; and build and upgrade the applications to meet the risks in tax management; deploy the IT Infrastructure and invest for IT development for all of Taxation.
