Minister of Finance: Quang Tri affirms right directions, gains initial results

Covid-19 pandemic seriously affects budget revenue

The report of the People's Committee of Quang Tri said that, despite the Covid-19 pandemic, the performance results of the State financial - budget task in the province are still positive thanks to proper assessment of the situation, proactive development of plans and timely and synchronous solutions and the focus on the implementation of dual goals.

Sharing specific results, Mr. Vo Van Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, said: The total output of the province in the first six months reached more than VND9,400 billion, an increase of more than 4% compared to the same period last year. This growth is ranked 16th nationwide and much higher than the average of 1.8%.

Regarding the state budget collection, the province has actively focused on the implementation of budget collection, promptly solved the problems of mechanisms and policies, sped up site clearance, organized land auctions, land leasing and promptly collected land-related revenues for the state budget.

However, due to the impact of the Covid-19 pandemic, the situation of production and business in the province as well as import and export activities slowed down, affecting budget revenue. Many revenues did not meet the estimated progress and decreased compared to estimates of the same period in 2019, especially revenue from state-owned enterprises, from non-state economic sector, from lottery activities and from import and export activities.

Many domestic revenues, including some revenues accounting for a large proportion, did not ensure the progress and fell sharply compared to the same period in 2019. The implementation of policies to support businesses to cope with the Covid-19 pandemic also reduced the domestic revenue in the first six months.

The total budget revenue in the first six months reached more than VND1,500 billion, equaling 44% of the estimate assigned by the locality and 54% of the estimate assigned by the Central Government, of which, the domestic revenue reached more than VND1,300 billion, reaching 45% of the local estimate and 54% of the Central estimate.

In the domestic revenue structure, there are six of 17 basic revenues ensuring the estimated progress, reaching over 48% of the local estimate. In particular, there are many good revenues such as revenue from the foreign-invested sector (reaching 87%), from personal income tax (64%), and from land use fees (reaching 52%).

The spending tasks are still ensured according to the estimates and progress of investors, budget-using units and promptly respond to urgent tasks arising and social security.

In the first six months, competent inspected and handled 850 cases; fined administrative violations in 654 cases with the fine of administrative violations, tax arrears and liquidation of over VND10 billion. Notably, Quang Tri border guards worked with the Security Department of Savannakhet Province in Laos to successfully handle the QT620L case, arresting four Laos offenders and seizing 419,000 synthetic drugs.

Three effective directions

Speaking more about the performance of the province in the first half of the year, Mr. Nguyen Van Hung, Secretary of the Quang Tri Provincial Party Committee, said that in recent years, the provincehas identified threeeffective paths to turn difficulties and challenges into potential advantages.

Those are developing clean agriculture and organic agriculture; being the central regional power center; and developing the marine economy. These are also directions that the province continues to promote in the future.

Recently, the province has been approved by the Government to add 14 wind power projects into the electricity development plan as a basis to attract investors, increase social investment capital and promote the renewable energy industry in the province.

At the working session, representatives of units of the Ministry of Finance also responded to the recommendations of Quang Tri.

Minister Dinh Tien Dung said that Quang Tri had affirmed the right directions and gained initial results.

He also said that the Ministry of Finance has actively advised and submitted to competent authorities and promulgated fiscal policies, reducing and extending many taxes, fees and charges under its competence.

However, from now to the end of the year, it is forecasted that many challenges remain, so the Government and the Ministry of Finance will continue to carry out synchronous solutions, improve the business investment environment, and review the administrative procedure reform and welcome new investment flows. In this context, the Minister expects the locality to further promote its advantages and growth to accompany the whole country to successfully accomplish tasks in 2020.
