Ministry of Finance proposes ministries to closely coordinate in handling backlogged scrap

The head of the inter-branch working group is responsible for directing and assigning tasks to its members and instructing the Council for handling of backlogged scrap at municipal and provincial customs departments.
In order to implement performance of the inter-branch working group in handling backlogged scarp under the direction of the Deputy Prime Minister Trinh Dinh Dung in Official Letter 2227/ VPCP-KTTH dated March 21, 2019, theMinistry of Finance also asked the Ministry of Natural Resources and Environment, Ministry of National Defense, Ministry of Transport, Ministry of Justice and People's Committees of provinces and cities (Hai Phong, Da Nang, Ho Chi Minh City, Quang Ninh, Ba Ria- Vung Tau and Binh Duong) to coordinated in performing the task.
Specifically, the Ministry of Finance requests the Ministry of Natural Resources and Environment to send leaders of the General Department or departments to join the inter-branch working group to perform the following tasks:
To direct the classification of backlogged goods at seaport to identify backlogged goods that are waste or scrap;
To assess the capacity of enterprises on destruction of backlogged waste and scrap which do not meet the national technical standards on environment.
To propose the list of enterprises that are eligible for handling backlogged scrap so that the head of the working group could consider and decide enterprises participating in the auction of these goods.
The Ministry of Finance proposed the Ministry of Transport to send the leader of Vietnam Maritime Administration to join the inter-branch working group to advise in requesting shipping lines to transport backlogged goods causing environmental pollution out of Vietnamese territory.
It proposed the Ministry of Justice to send leaders of departments to join the inter-branch working group to review legal framework to ensure the handling of backlogged goods in accordance with the law and international practice.
It proposed the Ministry of National Defense to send leaders of departments of the Border Guard Command to join the inter-branch working group to advise and propose contents andshortcomings arising at seaports inhandling backlogged scrap.
The Ministry of Finance asked People's Committees of provinces and cities to sendtheir representatives to join the inter-branch working group to advise and propose contents and solve problems arising in seaports in handling backlogged goods at these localities.
It also proposed these ministries and People's Committees of the provinces and cities to join the council for handling of backlogged goods under the Invitation Letter of municipal and provincial customs departments and perform their duties to handle backlogged goods.

As of April 19, the number of scrap containers declared on the E-manifest that is backlogged at seaports is more than 15,300 containers (reducing by 1,923 containers compared to March), of which the number of containers stored at seaports less than 30 days is 4,651 containers, the number of containers stored at seaports over 90 days is 9,362 containers (reducing by more than 100 containers).
Regarding the management of waste, the General Department of Vietnam Customs issued Official Letter No.2188/TCHQ-GSQL to direct units to strengthen management solutions and prevent the import of waste and smuggling and trade fraud in importing scrap; instructing the provincial and municipal customs departments on the declaration, revision and supplementation of manifest on consignee names for imported goods as scrap.
