Ministry of Finance ranks first in Vietnam ICT Index for seven consecutive years

The Vietnam ICT Index 2019.

According to the Department of Financial Informatics and Statistics, the Vietnam ICT Index 2019 was officially announced by the Ministry of Information and Communications on August 23.

With a score of 0.9770 points, the Ministry of Finance is the only unit ranking first in the Vietnam ICT Index of the ministries, ministerial-level agencies and government agencies in for seven consecutive years; followed by Vietnam Social Insurance with 0.9178 points and Ministry of Culture, Sports and Tourism ranking third with 0.8536 points.

To achieve this result, the Ministry of Finance has promoted administrative reform, improved the business environment, contributed to improving national competitiveness; strengthening market management, price and inflation control.

In the first six months of 2019, the Ministry of Finance issued six decisions to annul 22 administrative procedures, amend and supplement 15 administrative procedures and issue 15 administrative procedures related to areas: tax, customs, securities, banking and insurance.

It has reviewed, reduced and simplified 117 of 190 business conditions under 13 business lines (reducing 47 conditions and simplifying 70 conditions) under its management.

The number of enterprises using e-tax declaration services has reached 99.98 percent of the total number of enterprises operating in the country. 99 percent of enterprises registered to use e-tax payment service, 94.73 percent of the dossiers were implemented by e-tax refund method.

In addition, e-customs procedures have been implemented at all customs units, 13 of 14 ministries and sectors connected to National Single Window and 174 administrative procedures have been processed via this mechanism.

This is the 14th year the Ministry of Information and Communications in collaboration with the Vietnam Informatics Association has ranked the readiness index for the development and application of information and communication technology in Vietnam.

In addition, the Ministry of Finance has developed, managed and operated large and core information systems in State management of finance and budget assigned by the Party and the State, especially specialised sectors on Finance, Tax, Customs, Budget, Treasury, Stock and Reserve. These systems have played an important role in efforts to reform administrative procedures, improve efficiency and effectiveness in the financial and budget management of the Ministry of Finance.

The Ministry of Finance has also developed and deployed a national database on finance with 12 specialised databases. A number of specialised databases (tax, customs, budget revenues and expenditures, prices, public assets, etc.) have brought significant improvements in the management of public finance in the direction of modernisation, step by step strengthen efficiency and effectiveness in financial supervision, making an important contribution to promoting the reform of institutions, changing processes and procedures in the sectors of Tax, Customs, Budget and Treasury, and increasing accuracy, timeliness and transparency in fiscal reporting, accounting and statistics of the State budget.

The IT application in the Ministry of Finance has also achieved positive results, specifically, 100 percent of the directions by leaders are updated to the portal; documents of the Finance sector have been processed by eDocTC programme; a number of internal centralised management information systems have been deployed and completed such as: internal asset management software, internal accounting, emulation and reward management software.

The Ministry of Finance has applied a number of technologies of the 4.0 revolution such as the application of server virtualisation technology to optimise the efficiency of hardware investment; deploying big data analysis technology; application of social networking technology, mobile technology in providing online public services, e-tax system, e-customs system, automated system for seaport customs management, National Single Window and ASEAN Single Window.

This is the 14th year, the Ministry of Information and Communications in collaboration with the Vietnam Informatics Association to evaluate and rank the readiness index for the development and application of information and communication technology in Vietnam
