Accordingly, the Ministry of Finance decided to impose a package fund for State cars on business trips (including meetings) in Hanoi for the titles of Deputy General Director and relevant titles; Director and Deputy Director of the General Department of Taxation, the General Department of Vietnam Customs, General Department of State Reserve, the State Treasury, and the State Securities Commission of Vietnam.
In addition, the titles of Director, Deputy Director and equivalent titles of Tax Departments, the State Treasury, the Customs Department, and Regional State Reserve Branches in Hanoi and Ho Chi Minh City are also subject to package fund for State cars on business trips (including meetings) in these two cities.
In the remaining provinces and central cities, the package fund is applied to the titles of the Directo, the Deputy Director and equivalent titles of the Tax Departments, the State Treasury, the Customs Department and the State Reserve Department on business trips (including meetings) in cities and towns of the provinces or central cities where such units are headquartered. .
The regulation on package fund for the use of State cars on business trips does not apply to special-use vehicles.
Specific rates are set by the Ministry of Finance as follows:
Package fund for a business trip (vnd per month) = Unit price (vnd per km) x Actual monthly working distance of each title (km).
In particular, the unit price is 13,000 vnd per km. In the case where the provinces and cities announce the unit price for the use of State cars on business trips, they shall have to comply with the local notices and report to General Departments to propose to the Ministry of Finance.
The actual working distance is the actual number of kilometres during a monthly business trip (the number of kilometres from the office to the workplace) of each title on the basis of the actual work schedule confirmed by the Deputy Minister of the unit.
Based on provisions of this Decision, the General Department of Taxation, the General Department of Vietnam Customs, the General Department of State reserves, the State Treasury and the State Securities Commission shall promulgate specific regulations on package fund for State cars of the General Department and equivalent units; the Department (and equivalent units) in the localities as prescribed from 15th May 2017.
The regulations must ensure that the use of automobiles in service of public tasks for right titles, which does not increase the annual administrative costs without affecting the performance of assigned tasks.

Speaking to the press recently, Mr. Tran Duc Thang, the Director of the Public Property Management Department, under the Ministry of Finance said that if the regulation is widely applied, it will reduce the number of State vehicles by more than 10,500 units. Thus, the State will save about 3,400 billion vnd for operating these vehicles.
