Nam Dinh State Treasury: delay in payment forbidden

VCN - Thanks to the launching of 100% online public services for budget-using units, the spending control in Nam Dinh province has seen remarkable results, especially in the public investment disbursement. Could you tell us about the progress of launching online public services of the Treasury sector in Nam Dinh province?

In 2020, based on the guidance of the State Treasury on the implementation of public services level 4 to all budget-using units in the province, from the beginning of the year, the State Treasury has advised the province’s People’s Committee to its units, agencies and district-level People's Committees to perform necessary tasks to launch online public services level 4 to all budget-using units in areas, including the commune, ward, project management unit and investors.

According to statistics, on November 30, 100% of units have launched online public services and more than 97% of procedures have been processed online.

Per the plan, by December 31, Nam Dinh State Treasury will reach a rate of 100% of units implementing online public services and procedures processed online

How did the feedback of budget-using units applying online public services?

The People's Committee of Nam Dinh province said this was a great contribution of the State Treasury system in general and Nam Dinh State Treasury in particular to administrative reform as well as modernisation and application of information technology in the administrative reform of Nam Dinh.

In particular, under the Covid-19 pandemic in 2020, the implementation of online public services made all transactions of budget-using units take place normally, ensuring efficiency and saving administrative costs for budget-using units compared to manual methods. The units appreciated this and responded well. This is also the driving force towards public service discipline and anti-corruption work.

Through launching online public services, what are the commitments by Nam Dinh State Treasury on spending control and administrative process for budget-using units, especially for public investment disbursement?

Based on Government’s Decree 11 on administrative procedures in the field of treasury and the decisions of the Ministry of Finance and the State Treasury on spending control, Nam Dinh State Treasury requests all civil servantsstrictly abide by operational process to ensure the payment time for all expenditures.

So far, through the inspection of the central as well as the provincial State Treasury, all payment dossiers sent to the provincial State Treasury have been settled in accordance with regulations without delay in payment and have been under control.
