Nearly 100% of businesses in Hai Phong perform electronic tax declaration

The meeting was attended by the Deputy Minister of Finance, Mr. Do Hoang Anh Tuan and the Vice Chairman of Hai Phong People's Committee, Mr. Nguyen Xuan Binh.
Before working with key leaders and officers of the Haiphong Taxation Department, the supervising delegation inspected the performance of tax operation; issues of professional ethics; complaints of businesses and people at the Taxation Branch of Ngo Quyen District.
According to a report of Mr. Le Ngoc Tru - the Director of Haiphong Taxation Department, upon the implementation of Resolution 19 and Resolution 35, the Haiphong Taxation Department has implemented many solutions in administrative reform, facilitating people and enterprises in tax declaration and payment.

Notably, the reforms include electronic tax declaration, electronic tax payment and electronic tax refund. At the end of 2016, the province had 17,004 enterprises registering e-tax declaration, accounting for 99.84% of the total active enterprises; the total number of enterprises registering to pay electronic tax is 14,549 enterprises, accounting for 97.57% of the total number of active enterprises.
In addition, the Hai Phong Taxation Department is one of the first 2 units of the country to implement electronic tax refund. In the first 4 months of 2017, the Department received 22 electronic tax refund applications, with a total tax refund of nearly 99 billion vnd. The Hai Phong Taxation Department has handled 14 records, with a total amount of tax refund of nearly 44 billion vnd.
In addition, annually, the Haiphong Taxation Department organizes many activities to propagandize, support and remove difficulties for taxpayers.
In order to well implement Resolution No. 19 and Resolution No. 35 in the coming time, the Hai Phong Taxation Department has requested the General Department of Taxation to upgrade IT applications such as declaration and payment of taxes; debt management and tax enforcement, building a centralized database; building a database linking and exchanging information among the tax agencies, the Natural Resources and Environment agencies in the management of land and mineral resources.
At the meeting, the Deputy Minister of Finance, Mr. Do Hoang Anh Tuan said that the Ministry of Finance has made many efforts and solutions in the implementation of Resolution 19, Resolution 35 to facilitate people and the business community. In particular, the reform and simplification of administrative procedures in the field of tax are important contents, which received the close guidance of leaders of the Ministry of Finance. In particular, after the Prime Minister's meeting with enterprises (17th May 2017), the Ministry of Finance continued to update new targets and contents to set targets and solutions for reforms appropriately and effectively. The Deputy Minister also answered some proposals of the Hai Phong Taxation Department.
In conclusion, Mr. Ngo Sach Thuc said that the Ministry of Finance and the General Department of Taxation made accurate guidelines in implementing the Resolution 19 and Resolution 35. Based on the above guidance, the Taxation Department has implemented a number of measures to reform administrative procedures, enhance the application of information technology and electronics in professional activities such as: declaration and payment of electronic taxes; electronic tax refund and electronic invoices.
The above solutions play important roles in supporting people and businesses to help nourish and increase revenue for the State budget.
Mr. Ngo Sach Thuc suggested that the Hai Phong Taxation Department in the coming time should pay more attention to the control of administrative procedures and human resources, avoiding the overlapping in the inspections for enterprises.

Currently, in Hai Phong province, there are 17,367 enterprises and 37,357 households and business individuals. The tax revenues of the Hai Phong Taxation Department in 2016 reached 17,068 billion vnd, exceeding 8.3% of the estimate.
