New point in the management of used machines from April 1st

Currently, the General Department of Vietnam Customs has completed the development of technical solutions on the VNACCS/VCIS system to manage used machinery, equipment and process lines.
Accordingly, from April 1, 2020, when registering customs declarations for importing goods belonging to Chapter 84 or Chapter 85, customs declarant should declare in the first box in the five boxes declaring the codes of legal documents which is based on the following principles:
For unused goods, it will be declared as "MO"; for used goods, it will be declared as "CU".
In the case that the customs declarant does not declare in accordance with the above principles, the system will refuse to register the enterprise's declaration.
According to the General Department of Vietnam Customs, with the development of the above technical solution, it will strictly manage used machines, equipment and process lines, and avoid taking advantage of policies to attract and encourage investment to bring used and outdated machines and equipment which are poor quality into Vietnam, failing to meet production and business requirements, increasing product prices, causing environmental pollution, and reducing competitiveness of enterprises. Thereby, strictly implementing Decision 18/2019/QD-TTg dated April 19, 2019 of the Prime Minister.
