Early perform a digital transformation
At the conference, Dr Nguyen Nhu Quynh, Director of the Institute of Strategy and Financial Policy under the Ministry of Finance, said that the Finance Sector is one of the leading sectors in digital transformation, especially for Tax and Customs administration. The two authorities have performed the digital transformation early, thereby achieving strong development, bringing fundamental change, shifting from a paper-based public service management method and face-to-face contact to the modern public service management method based on the application of information technology with a people-centric approach.
The General Department of Taxation has reformed administrative procedures towards simplifying and developing modern technology applications and solutions, keeping up with the world trends such as e-invoices and e-tax services and implementing an integration of the Tax system with the national population database.
The Customs sector has reached the 5E target (E-Declaration, E-payment, E-C/O, E-Permit and E-Manifest), performed automatic supervision, and accelerated the implementation of the National Single Window and the ASEAN Single Window.
"Despite these positive results, the Tax and Customs sectors still set a goal to further promote digital transformation and administrative reform following the direction of the Party and the State, and to meet the increasing demand of society in the Tax and Customs area", said Dr Nguyen Nhu Quynh.
Deputy Director General, General Department of Taxation Dang Ngoc Minh said that, with a people-centric approach, the Tax sector has implemented projects and applied IT in tax management and digital transformation comprehensively.
The country's top tax authority has set the strategic goal of providing electronic services and support tools for taxpayers to participate in digital transformation.

Regarding the development of applications to serve people and businesses, Deputy Director General Dang Ngoc Minh said digital transformation only achieves success when each individual and business participates in and enjoys the benefits of digital transformation. The Tax sector has provided solutions to accelerate reform, IT application and modernization of tax management, including the implementation of e-invoice, electronic tax services, electronic tax services on mobile devices and the Portal for Foreign Suppliers, and integration of the Tax system with the National Population Database.
As of the end of June 30, the General Department of Taxation has applied e-invoices to 100% of businesses, organizations, households and individuals doing business as per regulations of the Law on Tax Administration.
At the end of October, the Tax authority processed over 1.8 billion e-invoice, including 508 million e-invoices with tax verification codes and 1,342 million e-invoices without tax verification codes.
The General Department of Taxation has completed the implementation of e-tax declaration, tax payment and tax refund services nationwide. As a result, 99% of more than 870,000 enterprises use e-tax declaration, tax payment and tax refund services.
According to Minh, promoting electronic tax services aims to support the lookup of information related to tax obligation, tax declaration, and tax payment anytime, anywhere, facilitate people and limit social contact amid the Covid-19 pandemic and expedite cashless payments.
IT application is a key tool that helps the Customs sector to accomplish tasks
Director of Customs IT and Statistics Department under the General Department of Vietnam Customs Le Duc Thanh said that the results of digital transformation of the Customs sector are shown by promoting IT applications to serve people and businesses better, vigorously applying IT in customs operation and direction; expediting the implementation of the National Single Window and the ASEAN Single Window; accelerating research and technology application of Industrial Revolution 4.0.
The Director said that along with the rapid development of the country's economy, the workload of the General Department of Vietnam Customs has surged.
The average annual import and export turnover, import and export revenue, and import and export declaration increased by 23%, 9.2% and 22%, respectively, while the number of officers decreased under Resolution 39-NQ/TW of the Politburo.
Thanks to the IT application, the customs process is carried out smoothly and quickly. Accordingly, IT has become a vital tool for the General Department of Vietnam Customs to accomplish political tasks.
Currently, 100% of customs procedures are processed electronically; 100% of customs departments and branches process e-customs procedures with the participation of 99.65% of enterprises.
Accordingly, the declaration, receipt, processing of information and issuance of customs clearance decisions are performed at a high degree of automation. As a result, the customs dossier is only handled within 1-3 seconds.
The General Department of Vietnam Customs has vigorously implemented e-payment. Since 2012, Customs has connected with the information technology systems of commercial banks and the State Treasury for e-payment. Since 2017, the country's top customs regulator has executed the project of e-tax payment and customs clearance 24/7.
Accordingly, taxpayers can pay tax anytime, anywhere, on any device with an internet connection. As a result, the tax payment is processed promptly and accurately. In addition, the time for tax payment is reduced, thereby shortening customs clearance time.
Currently, the revenue collected online accounts for 98.4% of the total revenue of the General Department of Vietnam Customs.
