Over VND40 trillion of public capital has not been allocated
Minister: slow public capital disbursement could cause loss of economic opportunities |

According to the latest report of the Ministry of Finance, by the end of April, the total allocated capital was VND519,838 billion, exceeding 33% of the capital plan assigned by the Prime Minister. In which, the provinces and cities are assigned capital plans which are 41.994 higher than the capital plan assigned by the Prime Minister. Thus, if excluding additional capital assigned by the provinces and cities, the total disbursed capital was VND477,844 billion, reaching 92.23% of the plan assigned by the Prime Minister.
Of which, VND202,049 billion of the central budget capital and VND317,789 billion of the local capital were allocated.
Thus, VND 40,261 billion has not yet been allocated, accounting for 7.77% of the planed assigned by the Prime Minister
The Ministry of Finance said that by the end of April, the unallocated capital of ministries and central agencies was VND9,931 billion (accounting for 8.98% of the plan).
The unallocated capital of localities was VND30,329.9 billion, meeting 7.44% of the plan.
The Ministry also said that the capital plan has not yet been allocated due to many reasons. For the central budget, 12 of 51 ministries and six of 63 localities have not yet disbursed the capital plan assigned by the Prime Minister.
Some ministries and central government agencies have seen a high rate of unallocated capital. Ministries, central government agencies and localities have not allocated capital for new projects that have not yet completed investment procedures or are not included in the medium-term public investment plan for 2021-2025.
As for local budget balance, 38 of 63 localities that have been assigned additional capital plans compared with the capital from the land use revenue, increased revenue, and lottery of localities. However, 16 of 63 localities have not disbursed the capital plans. The reason is that some localities have just assigned the first phase of the plan, some projects have not yet completed investment procedures and the overspending source will be allocated later.
