Overloading airline infrastructure: How is it to be solved?

VCN - According to the evaluation of the International Civil Aviation Organization (ICAO), Vietnam is the fifth highest growth market in the world in terms of annual arrivals. In 2018, air passenger volume was estimated at 106 million, up 12.9% and cargo volume was estimated at nearly 1.5 million tons of goods, up 7.7% compared to 2017. Transportation by Vietnamese airlines in 2018 also reached over 50 million passengers, an increase of 14% and nearly 400 thousand tons of goods, an increase of 26% compared to 2017. Therefore, there was a great impact on the airline infrastructure.

Great potential development

According to Decision 236/QD-TTg approving the adjustment of air transport development planning for the period to 2020, orientation to 2030, by 2020, the system of 23 airports will be exploited, including 13 international airports and 10 international airports, there are four international gateways including Noi Bai, Da Nang, Tan Son Nhat and Cam Ranh; allocated according to specialized management areas as follows: Northern region: 7 airports including 4 international airports (Noi Bai, Van Don, Cat Bi, Vinh) and 3 domestic airports (Dien Bien, Tho Xuan, Dong New); Central region: 7 airports including 3 international airports (Phu Bai, Da Nang, Cam Ranh) and 4 domestic airports (Chu Lai, Pleiku, Phu Cat and Tuy Hoa); Southern region: 9 airports including 3 international airports (Tan Son Nhat, Can Tho, Phu Quoc) and 6 domestic airports (Buon Ma Thuot, Lien Khuong, Phan Thiet, Con Dao, Rach Gia and Ca Mau).

At the same time, upgrading and expanding 21 existing airports (Noi Bai, Cat Bi, Vinh, Phu Bai, Da Nang, Cam Ranh, Tan Son Nhat, Can Tho, Phu Quoc, Dien Bien, Tho Xuan and Dong Hoi , Chu Lai, Pleiku, Phu Cat, Tuy Hoa, Buon Ma Thuot, Lien Khuong, Con Dao, Rach Gia and Ca Mau) to meet air transport demand; deploying construction investment in phase 1 of Long Thanh international airport; implement in investment in building new airports in Van Don, Phan Thiet, Sa Pa and other airports as planned.

It is expected that the total of capital demand for airport projects will reach VND 227,800 billion, equivalent to USD 14.2 billion. In particular, investment in buying aircraft VND 117,000 billion (US $ 7.3 billion), investment in infrastructure facilities of VND 90,000 billion (US $ 5.6 billion)...

Director of Vietnam Aviation Administration Dinh Viet Thang said that after the Prime Minister issued Decision No.236/QD-TTg, Vietnam Aviation Administration conducted a review and determined up to now there are 11 airports that had been completed the detailed planning and ensured compliance with the above Decision. Among them, there are 8 airports such as: Dien Bien, Dong Hoi, Long Thanh, Van Don, Phu Bai, Can Tho, Phan Thiet, Tan Son Nhat, which have been prepared, adjusted detailed plans and approved by the Prime Minister and the Ministry of Transport appropriate with scale in Decision 236/QD-TTg, the detailed adjustment documents of Con Dao and Chu Lai airports have been submitted to the Ministry of Transport. At the same time, Vietnam Aviation Administration has also reviewed and identified 17 airports that need to continue to elaborate detailed planning/adjustment of detailed planning in accordance with Decision 236/QD-TTg.

With increasing demand for aviation development, leading to an increasingly overloaded transport infrastructure, the investment in transport infrastructure can’t get immediately profit but it will bring many benefits to the community, creating a driving force for regional economic development, enhancing the competitive position for enterprises that made some private investors boldly invest in aviation infrastructure.

Private enterprises "welcome wave of investment”

One of the brightest points for the investment wave of private enterprises in transport infrastructure is the opening of Van Don international airport invested by Sun Group in the form of BOT (Construction - Operate - Transfer) with a capital of VND 7,700 billion. Van Don International airport marked a new phase in mobilizing private capital to invest in transport infrastructure because since 1975, this is the first airport to be completely built and invested by private enterprises.

It is known that this is 4E level airport according to ICAO's standards and is a II level military airport, Van Don international airport can receive all the most modern aircraft in the world. Station capacity in phase I reaches 2.5 million passengers/year; cargo handling area with a capacity of 10 thousand tons/year.

There is also interest in transport infrastructure investment, recently, FLC Group has sent a dispatch to the Ministry of Transport and the Government Office to propose to study the construction of T3 terminal in Tan Son Nhat International airport. According to FLC Group, with the fleet of aircraft developing very fast, Bamboo Airways is in need of building an autonomous airline about passenger terminal to manage, use and serve passengers in the best way. Investment in construction of railway and airport infrastructure is an important orientation pursued by FLC Group before Bamboo Airways officially took off. Accordingly, FLC wishes to build a synchronous ecosystem from infrastructure, technology and services to training human resources to serve the aviation sector, not simply operating a single airline.

If policy is approved, FLC Group will focus all their efforts to implement construction investment in accordance with the approved plan, put the project into operation after 1 year of construction.

Previously, FLC Group also showed its intention to invest in two important infrastructure areas for air services, one of which is located at Tho Xuan airport, providing an important component of aviation port service area to include aircraft repair and maintenance plants, institute of stewardess and technican training, and another area is a large-scale warranty and maintenance center located in Van Don, Quang Ninh.
