Party Central Committee’s 11th plenum makes decisions on key issues
The 11th plenum of the Party Central Committee, 12th tenure, opened in Hanoi on October 7 under the chair of Party General Secretary and President Nguyen Phu Trong. Participants at the event are expected to give their opinions on draft documents which are set to be submitted to the 13th National Party Congress. Drafted plans include the report on the current socio-economic situation, the state budget in 2019, the socio-economic development plan, the State budget for 2020, along with a range of other important matters.
In his opening speech, the top Vietnamese leader suggests a number of important issues for discussion.
With regard to the draft Political Report along with the report on the 10-year implementation of the Platform on national construction in the period of transition to socialism, also known as Platform 2011, Party leader Trong notes that the Political Report provides a fundamental foundation for the building of other key documents.
Party leader Trong outlines the significance of the draft report on the socio-economic situation submitted to the 13th National Party Congress which largely focuses on fundamental fields and the key tasks of the Doi Moi (Renewal) process.
Trong emphasizes the need to point out the inadequacies, whilst learning lessons and gaining experience from the economic development, which should be associated with cultural, social, and human development, environmental protection, along with the perfection of the legal system.
With regard to the draft report on the five-year implementation of the Party’s work, and the enforcement of the Party statutes from the 12th term, he states that this represents an important report pertaining to the implementation of the Party’s key tasks, adding that the report indicates a number of outstanding outcomes, proposes directions, and 10 additional tasks and solutions which can improve the overall quality and efficiency of the Party building during the 13th tenure.
Regarding the report on the socio-economic situation and state budget for 2019 to 2020, Party General Secretary and President Nguyen Phu Trong request that members of the Party Central Committee carefully analyse the actual situation of various sectors and localities to outline a comprehensive socio-economic development report for the first nine months of the year, and forecasts for the whole year.
Party General Secretary Nguyen Phu Trong held that 2020 will be the final year of the 12th tenure, with Party organisations at all levels holding congresses in preparation for the 13th National Congress of the Party.
Therefore, the 11th session of the 12th Party Central Committee marks an important moment as it will provide leadership and instruction for the performance of tasks for 2019- 2020, along with the organisation of the all-level Party congresses.
Party General Secretary and President Nguyen Phu Trong request that Party Central Committee members and other participants at the 11th plenum discuss the draft reports intensively and utilize all their ideas in order to revamp the documents and make decisions on important issues on the agenda.
