General Secretary of the Communist Party of Việt Nam (CPV) Nguyễn Phú Trọng made these remarks and stressed the importance of the Party Central Committee’s Organisation Commission in building a Communist Party that is strong, upstanding and unsusceptible to corruption.

Addressing the commission’s conference in Hà Nội yesterday, the Party leader said the commission’s work focuses on the organisation and personnel of the Party, which constitutes the core of Party building work.

“Officials are the root of everything, the cause of all the causes,” General Secretary Trọng said, adding that selection and appointment of qualified and righteous officials would “make every task go swimmingly.”

General Secretary Trọng also expressed displeasure at many flaws in personnel work, including a lack of checks and balances of power, or effective measures to prevent nepotism, “the selection of relatives into positions of powers without any regards to that person’s qualifications.” He also noted that “the quality” of those in charge of appointment and selection has much room to improve.

He asked the commission to prepare for upcoming meetings of the Party Central Committee, first of all a project on building a contingent of capable officials to submit to the Party Central Committee’s 7th plenum.

The project must be based on the 20-year implementation of the personnel strategy adopted by the eighth Party Central Committee and follow the spirit of standardising the contingent of officials, tightening discipline and promoting reform in order to optimise the potential, capability and creativity of officials, Trọng said.

He told the Party organisation sector to gear up for the 13th National Party Congress for the 2020-2025 tenure and take the initiative in personnel planning for key positions at different levels, especially at strategic level.

At the same time, the sector should continue improving procedures and regulations relating to personnel work and management towards greater democracy and more transparency, the Party General Secretary said.

Phạm Minh Chính, head of the organisation commission, said that, in 2017, with the close guidance of the General Secretary and the participation of the media, Party building work saw considerable reforms in every aspect, contributing to the country’s achievements and consolidating people’s trust in the Party.

In 2017, the commission advised the Politburo in the promulgation of a number of policies and regulations on staff rotation and selection of cadres, or in the crafting of assessment criteria for officials. The commission also promoted decentralisation in planning and appointment of officials in association with boosting inspection and supervision.

At the conference, delegates proposed measures to address shortcomings and limitations in Party building work, focusing on preventing abuse of power and paying bribes for positions. They urged strengthening the inspection of officials and Party members via press agencies and public opinion.
