Party leader underlines importance of personnel issues at 13th National Party Congress

Party General Secretary and State President Nguyen Phu Trong has stressed that personnel preparations for the 13th National Party Congress are of extremely importance and a factor ensuring the success of the congress as well as the successful implementation of the congress’s resolutions.

In an article published by the press on April 27, the Party and State leader highlighted issues that need special attention in the personnel preparation for the approaching 13th National Party Congress, slated for the first quarter of 2021.

The 13th National Party Congress is a political event of great significance that will set up future orientations and encourage the entire Party, people and army to push ahead with the reforms comprehensively and synchronously, thereby developing the country in a fast and sustainable manner.

The two most important contents of each national Party congress are the document and personnel-related work. Particularly, the personnel preparation is of utmost importance as it is the decisive factor in the success of a congress and the successful implementation of the event’s resolutions.

Given this, the Party and State leader’s article emphasised the role and significance of personnel preparations, requirements for the personnel work of the 13th National Congress, along with the implementation content and methods.

According to him, in any revolutionary periods, cadres always play the decisive role, and the personnel work is not only the key to the Party building but it is also vital to all activities of the Party and the success or failure of the revolution.

He wrote that during the process of leading the revolution, the Party always affirms that the personnel work is decided by the political line and serves political tasks, so aside from preparing the political line, it is also necessary to actively make personnel preparations.

Regarding preparing personnel for the Party Central Committee, the Politburo, the Secretariat, and key positions of the Party and the State, the leader noted that the Party Central Committee is the highest leading body between the two Party congresses, the combat staff, the core of political leadership, and the centre of solidarity and unity of the whole Party and nation. Members of the committee are of strategic importance and are the quintessence of the Party.

After nearly 35 years of reform and more than 20 years of implementing the resolution adopted at the third plenum of the eighth Party Central Committee on personnel strategy, the contingent of cadres in the country has made developments in multiple aspects with quality unceasingly enhanced, thus step by step meeting the requirements of the era of industrialisation, modernisation, and international integration.

However, the Party leader pointed out existing problems in the contingent of cadres, such as a lack of outstanding leaders, managers, scientists and experts in perse fields. A number of young cadres even showed degradation in political ideology, ethics and lifestyle.

He noted that some cadres holding leading and managerial positions, including at high levels, had low prestige and violated regulations. Not a few managers of state-owned enterprises have taken advantage of legal loopholes and intentionally breaching regulations for personal interests, thus causing serious losses of State capital and property.

Since the beginning of the 12th tenure, the Party Central Committee, the Politburo, the Party Central Committee’s Secretariat, and the Party Central Committee’s Inspection Commission have had to impose disciplinary measures against nearly 100 high-ranking officials under the management of the Party Central Committee. Some were even subject to criminal proceedings.

The leader said the 13th National Party Congress is taking place in the context of complicated and unpredictable developments in the region and the world. While peace, cooperation and development are still the major trends, threats posed by traditional and non-traditional security and climate change have been increasing.

The fourth Industrial Revolution, the strong development of the knowledge-based and digital economy, and the trend of internationalisation of human resources present both opportunities and challenges for the country, he said, adding that inside the country, the cause of Doi Moi (renewal) and international integration has been intensified, and the position of Vietnam in the globe has been elevated, creating a premise for the nation’s rapid and sustainable development.

At the same time, the Party and State leader pointed out four risks facing the Party’s revolutionary cause, which are lagging behind in term of economy; deviation from the socialist orientation; corruption and bureaucracy; and peaceful evolution.

This is also the time of the transfer between the generations of cadres who were born and trained in the wartime, and those who were born and grew up in the peace time and trained in countries with different political institutions.

Therefore, the tasks ahead of the Party are very heavy, Trong said.

According to him, to deal with major issues of the country in the coming time, the Politburo and the Party Central Committee have to make thorough preparations so that the congress will discuss and decide the personnel work for the 13th tenure, thus ensuring the success of the congress and the implementation of its resolutions.

The personnel work is extremely important, and complex, too, requiring the Party Central Committee, the Politburo, the Party Central Committee’s Secretariat and the whole political system to work with a very high sense of responsibility and in an impartial and scientific manner that puts the nation, Party and people’s interests above all, he said.

Highlighting requirements for the 13th-tenure Party Central Committee, the leader noted that it must be a truly united, clean and strong collective with high unanimity in both thought and action, strong political firmness, taintless morals, persistence in the goals of national independence and socialism, strategic vision, wisdom, an innovative and creative mindset, and sufficient prestige and capability to lead the country in the new development stage.

Besides, he said, members of the 13th-tenure Party Central Committee must be the Party’s true exemplars of political mettle, morality and work capability.

The committee should also has an appropriate structure of young cadres, female and ethnic minority ones to ensure its comprehensive leadership. The number of members from key locations and sectors must be increased, while ensuring inheritance, stability, innovation and continuous development of the committee.

The personnel preparation for the 13th national congress is the task of not only the personnel sub-committee, the Politburo, the Party Central Committee or its Secretariat but also the entire political system, all-level Party committees, Party organisations, agencies, units and localities, he emphasised.

He went on that the personnel work must be done well right from Party congresses at lower levels so as to help make the best personnel preparations for the 13th national congress.

During the personnel selection and arrangement process, it is also important to have precise assessment of cadres’ strong and weak points so as not to choose wrong persons.

Additionally, it is necessary to have appropriate personnel arrangement plans to bring into play the strengths and limit the weaknesses of each person in order to create a strong and relatively perfect leadership apparatus, he said.

He again stressed the responsibility of building a strong Party Central Committee, Political Bureau, and Party Central Committee’s Secretariat to fulfill the Party’s historical and political missions, build a clean and strong Party as well as a developed country and bring wealth and happiness to people.
