Party General Secretary and President Nguyen Phu Trong addresses the opening ceremony of the 11th plenum of the 12thParty Central Committee.

Party General Secretary and President Nguyen Phu Trong highlighted some major issues to be debated at the plenum.

Trong said the Political Report and the report on the 10-year implementation of the 2011 Platform on National Construction in the period of transition to socialism are key documents and the basis for other documents.

People’s expectations for the Political Report

The top Vietnamese legislator asked the Party Central Committee to study and contribute opinions to the Political Report, concentrating on views, orientations, policies, strategic, innovative, and breakthrough solutions, and pending issues.

Trong said it is necessary to analyze and evaluate the implementation of the 12th Party Central Committee’s Resolutions and the Party Central Committee’s achievements, shortcomings, and motivations. He said they should identify the inheritance, supplementation, and promotion of targets, viewpoints, policies, orientations, and tasks to build a strong and pure Party and political system and promote rapid and sustainable development.

He asked the Party Central Committee to look at the 5-year and 10-year socio-economic development plans and objectively evaluate the implementation of socio-economic tasks from 2016 to 2020 and analyze national status, motivation, and resources.

“By analyzing the national socio-economic situation, regional and international opportunities, advantages, and challenges, and the 4th Industrial Revolution’s developments and impacts on nations, the socio-economic report should identify orientations, targets, and strategic breakthroughs, tasks, and solutions for socio-economic development until 2025 and until 2030,” Trong said.

He noted specific goals, tasks, and feasible solutions for effectively mobilizing resources inside and outside the country for national sustainable development and to improve people’s living conditions.

Party building is important

The Party chief stressed the importance of the report reviewing 5 years of Party building and the 12th Party Central Committee’s implementation of the Party Platform. The draft report sheds light on achievements and proposes tasks and solutions to continue to reform and improve the quality of Party building in the next tenure.

The draft report also evaluates the implementation of the Party’s Platform and supplements to the Party’s regulations at all levels.

“It’s necessary to analyze and identify tasks and feasible solutions, obstacles to organization and operation, recommendations, and adjustments by the Party Central Committee, the Politburo, and the Secretariat.”

Party leader and President Nguyen Phu Trong said 2020 will be the last year of the 12th Party Central Committee and the year to organize Party Committees at all levels toward the 13th National Party Congress.

He called on Party members to accept their responsibility to the Party, people, and nation in completing draft reports and other documents of the current plenum.
