E-commerce activities in our country have achieved great development.

Over the past time, amid the complicated developments of Covid-19, online consumer demand between buyers, goods and service providers has sharply increased. Providers have abused e-commerce activities, express delivery service to advertise, introduce, provide fake products or smuggled goods without origin, invoice, goods infringing intellectual property right, low-quality goods, goods restricted from business, goods subject to conditional business, expired goods.

Local agencies and localities have detected and handled violations with large scale, complicated nature, smugglers, and high volume of banded goods, fake goods and high-value infringing goods.

To effectively prevent this situation and create a positive business environment and trust for consumers, promote stable development of e-commerce, prevent revenue loss and minimize loopholes for the providers to abuse e-commerce activities to commit smuggling, commercial fraud and fake goods, in the Official Dispatch 3986/VPCP-V.I dated June 28, Deputy Prime Minister Pham Binh Minh, Head of the National 389 Steering Committee, requested ministries, agencies and localities to effectively implement Plan 399/KH-BCĐ389 of the National Steering Committee 389 on strengthening the fight against smuggling, commercial fraud and fake goods in e-commerce activities and related documents.

The Deputy Prime Minister required ministries, agencies and localities to grasp situation and strengthen inspection and control of e-commerce; expedite the application of science and technology to promptly detect and handle violations via social networks and e-commerce floors;

Furthermore, strengthening coordination between units and competent forces in performing tasks; promptly detecting loopholes and overlaps to propose competent agencies to amend, supplement or issue new relevant legal documents; promoting the dissemination of legal regulations, detection and handling of violations in e-commerce activities to raise awareness of law compliance of organizations and individuals; widely notifying phone number, email, hotline of the National Steering Committee 389 and local Steering Committee 389, ensuring timely collection and handling of information from people and businesses about smuggling, commercial fraud and counterfeit goods in the e-commerce environment; providing solutions to support and enhance the capacity of e-commerce law enforcement for officers in charge of management, inspection, examination and handling of violations in e-commerce.

The Deputy Prime Minister also asked units’ commendation of collectives and individuals with outstanding achievements; strictly handle collectives and individuals that protect suspects engaged in smuggling, commercial fraud and counterfeit goods in e-commerce activities.

The Deputy Prime Minister assigned the Standing Office of the National Steering Committee 389 to monitor the implementation and report to the Head of the Committee; advise the National Steering Committee 389 to review of the two years of implementation of the Plan 399, and propose the Head of the Committee to direct in the coming time.
