According to the Ministry of Finance, Clause 2, Article 1 of the Ministry of Industry and Trade’s Circular 20/2011/TT-BCT regulated that in addition to complying with current regulations, traders importing cars less than 9 seats must submit "the certificate of warranty and maintenance facility issued by the Ministry of Transport and a copy certified and stamped by traders" to the functional authorities.
Till now, the Ministry of Industry and Trade’s Circular 20/2011/TT-BCT has not been repealed or replaced, so Customs authorities still apply the provisions in this Circular to conduct Customs procedures for imported cars less than 9 seats.
However, based on the Ministry of Transport’s Decision No. 2257/QD-BGTVT of 21st July 2016, the Ministry of Transport’s Circular 19/2012/TT-BGTVT regulating warranty and maintenance facility for imported cars expired from 1st July 2016.

Therefore, the Ministry of Finance has proposed to the Ministry of Transport to resolve cases under the provisions of Clause 2, Article 1 of Circular 20/2011/TT-BCT where the certificate of warranty and maintenance facility for imported cars issued by the Ministry of Transport, has expired.
