On April 15, the Vietnam Food Association (VFA) sent a quick report to the Government Office, Ministry of Industry and Trade, Ministry of Finance, Ministry of Agriculture and Rural Development, General Department of Vietnam Customs and other units about shortcomings and difficulties encountered by traders when opening customs declarations for exporting rice.
According to the VFA, traders said the registration of customs declaration was carried out at 0:00 AM on April 12 and ended after 2 hours and 30 minutes on the same day and some enterprises had registered export quantity of 400,000 tonnes of rice. Therefore, traders were not allowed to export and face expenses incurred from container cargo at the port because they had not opened declarations for goods that were availabe at the port.
Also according to VFA, facing the facts as mentioned above, traders proposed solutions to remove difficulties and obstacles.
Firstly, clearing all the rice that was available at the ports by facilitating traders to complete declarations which were unfinished and conduct clearance all of the rice at the port as quickly as possible (the actual amount is estimated not to exceed 300,000 tonnes).
Regarding the quota of 400,000 tonnes, for containers, check the container number and seal number that have opened declarations via online whether it has or not. Depending on reality, it is possible to implement both inspection and export backlogged goods at the port and detect traders who make false declarations to retain quotas.
Competent authorities should apply sanctions to traders who fail to present properly and enough quantity of goods, container number and seal number of goods as declared; destroy traders' declarations at the system if detecting false declaration of quantity, declaring incorrect container numbers and seal numbers, failing to present goods when inspecting.
Besides that, traders also requested to consider tax exemption and reduction of bank interest rates to help them overcome this difficult period and to facilitate traders to continue implementing underwriting contracts for consuming rice with farmers .
