Proposing the implementation of insurance for vehicles on exit and entry and imported goods by post
According to Lang Son Provincial Post Office, Point c, Article 9 of Decree 03/2021/ND-CP of the Prime Minister on compulsory insurance for civil liability of motor vehicle owners stipulates: "...Foreign motor vehicles which temporarily import for re-export participate in traffic within Socialist Republic of Vietnam territory for less than 1 year; service life of motor vehicles is less than 1 year as per the law; temporarily registered motor vehicles according to regulations of Ministry of Public Security" are required to buy civil liability insurance.

Articles 74 and 75 of the Government's Decree 08/2015/ND-CP stipulating expressly the implementation of Customs Law on customs procedures, inspection, supervision and control; Decree 59/2018/ND-CP amending and supplementing several articles of Decree 08/2015/ND-CP; Circular 50/2018/TT-BTC dated May 23, 2018, of the Ministry of Finance; Law No. 40/2013/QH13 amending and supplementing several articles of the Law on Fire Prevention and Fighting, clearly stipulates fire prevention in extraction, processing, production, transport, business, use and preservation of petroleum products, gas and chemicals and other materials and goods at risk of fire and explosion.
Also, Decree No. 97/2021/ND-CP amending to Decree No. 23/2018/ND-CP of the Government on compulsory fire and explosion insurance. Clause b, Article 4, Chapter 2 stipulates that the subject of insurance is "All kinds of goods and supplies (including raw materials, semi-finished products and finished products".
The provisions of Section 18.2 clearly state the storage of flammable commodities and materials (stand-alone storage, not located within factories or facilities where manufacturing activities are conducted) and Section 18.3 about the storage of non-flammable commodities and materials contained in flammable packaging (stand-alone storage, not located within factories or facilities where manufacturing activities are conducted) including brick, ceramic ware, cement, plaster, metal, spare mechanical parts, lubricating greases and oils, sparkling water and drinks; some import and export goods, goods transported by road, goods in storage, goods in transit and international trade which are at risk of fire and explosion need to buy insurance for goods in international trade; carry out the responsibility to buy insurance for goods as prescribed in Article 36 of the Commercial Law and the consolidated document No. 17/VBHN-VPQH of the Office of the National Assembly dated July 5, 2019.
Lang Son Provincial Post Office said that on November 14, 2022, the unit was licensed by the Department of Information and Communications to certify compulsory civil liability insurance for vehicles on exit and entry and goods imported from China via the digital border gate platform. It is being deployed at Vietnam's land border gates in Lang Son province.
Accordingly, to effectively deploy the transport of goods through land border gates in Lang Son province and meet the requirements in the new situation, Lang Son Provincial Post Office proposed the General Department of Vietnam Customs support the Lang Son Post Office to effectively deploy the provision of cross-border cargo insurance services following the Certificate of copyright registration No. 9984/2022/QTG issued by the Copyright Office dated November 24, 2022, and types of compulsory insurance to ensure safety, security of goods, risk management and avoidance loss to enterprises/individuals/organizations participating in import-export services, contributing to tax collection and payment, increasing the state budget.
