On October 13,2016 when patrolling at Km155+300 of the West Branch of Ho Chi Minh Street, Ho Rum Hamlet, Kim Thuy Commune, Le Thuy, the Team of Ho Village Border Guard (under Quang Binh Border Guard) detected Nguyen Quoc T, born in 1987, residing in Cu Bai Hamlet, Huong Lap Commune, Huong Hoa District, Quang Tri Province) driving a motorbike transporting 25 kg of explosives.

At the site, the Team seized a motorbike, licence plate No 73H1-16507, a bale of 25 kg explosives (bombs materials). During the investigation, T claimed his illegal transportation of explosives, which was regulated in Article 232 of the Socialist Republic of Vietnam Criminal Code.

According to the initial investigation of the Quang Binh Border Guard, T claimed that on July, 2016, he met a person named Khoan (Lao nationality) in Xe Poong Hamlet, Se Pon District, Savanakhet (Laos) and deposited 2 million vnd to buy bomb materials. On July, 2016, Khoan called to T for receiving the goods at Vietnam-Lao Boundary stone, Cu Bai Hamlet, Huong Lap Commune, Huong Hoa District Quang Tri Province. T came to the place as mentioned and received 50kg of explosives and paid 3 million vnd to Khoan after that he hide the explosives nearby.

To avoid attention of functional forces, T separated the explosives into 2 parts. The first stage, he transported 25 kg of explosives for a person named H in Bo Trach District and received 9,400,000 vnd. The second stage, on October 12,2016 when the person named H call him to continue buying the explosives, T came to the place where the explosives were hidden and transported the remaining 25 kg of explosives to sell to H.

Currently, the Quang Binh Border Guard has directed the Division of Crime and Drugs Prevention, Ho Village Border Guard to complete the dossiers, transfer the perpetrator, and items for the functional forces handling as per regulations.
