How has the fight against smuggling, trade fraud and counterfeit goods by the Market Surveillance Force changed after being reorganized according to the General Department model and vertical management, Sir?

The Directorate has closely directed the surveillance forces nationwide to monitor the market development, coordinate with competent agencies to strengthen inspection, control and handle violations in the transportation and trade of contraband goods, counterfeit goods, and goods of unknown origin, as well as develop a regular inspection plan in 2019, focusing on a number of key items and items managed by the Ministry of Industry and Trade.

The Directorate of Market Surveillance directly organized five working teams to combat smuggling, trade fraud and counterfeit goods before, during and after the Lunar New Year 2019 in some key localities, including: Ho Chi Minh City, Hanoi, Hai Phong, Quang Ninh, Lang Son, Thanh Hoa, Nghe An, An Giang, Tay Ninh, Long An and Can Tho. In particular, before the development of African swine fever, at the beginning of March 2019, the Directorate organized a team to inspect, urge and assess the implementation of measures to prevent and combat.

Accordingly, 63 local Market Surveillance Departments have closely followed the situation, ensuring a smooth hotline from the Department leaders to the teams and maintained good coordination with the local competent forces in the detection, inspection and handling of violations. As a result, the forces have detected and prevented many violations, contributing to protecting consumers' health.

Some fields and items were focused on including illegal imported foreign cigarettes, alcohol, beverages, firecrackers, cattle and poultry, fertilizers, petroleum, liquefied petroleum gas, cosmetics, pharmaceuticals, supplementary foods; manufacture and trade fake and poor-quality products; food safety.

The new organizational structure model of the Market Surveillance force is attracting the attention of the public, how has this issue been done, Sir?

The improvement of personnel of the Directorate of Market Surveillance is always concerned and directed by the Party Committee and leaders of the Ministry of Industry and Trade and determined as a key task to quickly stabilize organization and operation.

At the central level: The Directorate apparatus is streamlined on the basis of upgrading and improving from the Department of Market Surveillance under the Ministry of Industry and Trade, including 6 units: Directorate Office, Department of Personnel and Organization, Department of General Affairs, Planning and Finance, Department of Policy and Legislation, Inspection Department and Department of Market Surveillance.

The Directorate has merged and reduced 164 market surveillance teams at district level, and management completed the 2018 goal of streamlining and reducing the number of surveillance teams at district level, assigned by the Prime Minister.

The Directorate issued decisions defining functions, tasks, powers and organizational structure of Departments and equivalent level under the Directorate. The Director the Directorate also issued decisions defining functions, tasks, powers and organizational structure of divisions under the Department of Market Surveillance, the Directorate Office, and Provincial Market Surveillance Departments, clearly defining the responsibilities and duties of units and meeting state management requirements.

In order to implement personnel task, the Directorate is implementing the official arrangement and leadership appointment; building a plan to arrange officials leading and managing units under the Directorate for the 2019-2021 period, guiding the procedures for appointment for leadership and management position of the Directorate in the current period.

Local planning is closely associated with the establishment of party organization. Over the past 5 months, the Ministry of Industry and Trade has cooperated with localities to consolidate the organization. So far, 56 among 63 Party Committees of the local Market Surveillance Departments have been established. The Ministry of Industry and Trade is also taking steps in the process of reviewing, appointing and perfecting the leadership according to the Party's regulations and State law.

On May 2, Deputy Minister of Industry and Trade Dang Hoang An granted the decision to appoint 7 leaders of the Departments under the Directorate of Market Surveillance.

Since the Directorate of Market Surveillance was established (according to Decision No. 34/2018 / QD-TTg of August 10, 2018 of the Prime Minister stipulating the functions, tasks, powers and organizational structure of the Directorate of Market Surveillance), this is the first appointment of leaders at departments under the Directorate, the seven appointed officials this time were decided by the Ministry of Industry and Trade leaders.
