Recover public properties in illegal use

VCN – For thrift practice and combating waste in the management and use of public properties in the 2021-2025 period, the Ministry of Finance has set a number of targets. Accordingly, the Ministry of Finance requires that property procurement must comply with provisions on bidding and ensure thrift, efficiency, openness and transparency and avoid wastefulness.

Waste combat in procurement and equipment

In the 2021-2025 period, the Ministry of Finance has required its attached and subordinate units to comprehensively execute the Law on management and use of public properties and guiding documents in order to improve the efficiency of management and use of public properties.

These units are required to review and re-allocate public properties, especially land and houses in accordance with the right purpose, norms, beneficiaries and regulations; to propose appropriate solutions to competent authorities for old headquarters of units that have been invested in new headquarters and develop plans to deal with public properties of units which implement restructuring.

The Ministry of Finance has also requested its units to invest in properties and equipment, and vehicles for work in accordance with norms and regulations; limit buying high-priced cars and equipment; and purchase properties in accordance with the law on bidding, ensuring thrift, efficiency, openness and transparency; and avoid wastefulness.

The Ministry of Finance says public properties are only used for lease, business, joint-venture and projects approved by competent authorities in accordance with the Law on management and use of public properties and guiding documents to promote efficiency. The public properties which are used for the wrong purposes will be recovered.

Moreover, the Ministry of Finance noted that properties of State-funded projects must be handled promptly after the projects finish to prevent loss and waste.

Immediately handle wasteful and inefficient procurement of state properties

In order to achieve the above targets, in addition to guiding and stipulating the contents of management, use and handling of assets in accordance with the provisions of the Law on management and use of public properties, the Ministry of Finance has also offered a series of important solutions.

The Ministry of Finance will continue to modernize the management of public properties and upgrade the Financial Sector’s Asset Database in line with the National Database on specialized management of affiliated units; and implement the reporting regime and update public property information in the National Database on Public Property as prescribed.

Carry out concentrated procurement of goods and services on the list of goods and services subject to concentrated procurement according to decisions of competent authorities and the State’s regulations on concentrated procurement.

Along with that, strictly handle and recover land areas which are used not in accordance with the provisions of law and for improper purposes, wrong planning and use, wastefulness, inefficiency, and fallow and encroached land in units in the Finance sector.

Furthermore, to continue to actively remove obstacles and shortcomings in the implementation of the plan on housing, land allocation and settlement; review, inspect, promptly propose and report to the ministry and state agencies for consideration and settlement for houses and land arising in implementation or housing and land facilities that have not been approved for settlement by a competent authority.

Notably, the Ministry of Finance has required strict control of the procurement and use of assets, equipment and vehicles at the units. The Ministry of Finance has requested units to effectively use existing assets, equipment and means of transport.

The Ministry of Finance has also requires units to strengthen public bidding for purchasing public assets, immediately handle cases of wasteful and inefficient procurement of state assets, clarify and handle responsibilities of relevant individuals and collectives; strengthen the inspection and assessment of the progress of asset procurement in order to use state budget estimates effectively and avoid wasting the allocated estimates; promptly propose the competent authority to adjust the estimates for procurement of units that do not meet the schedule and are unable to disburse funds to units that have needs and are able to disburse but have not been allocated funds for procurement in the year.
