It is stated by the Ministry of Science and Technology in the recent working session with the working team of the Prime Minister.

The Ministry of Science and Technology has collaborated with 12 ministries and sectors to review the list of products and goods in the heading 2 (the list of unsafe products and goods) and legal normative documents on Customs clearance for imported and exported goods. The Ministry also has sent the official letter to request ministries and sectors to review legal normative document which is not in line with regulations in the Law on product and goods quality, Law on Standard and Technical Regulations and Law on Food Safety.

Minister of Science and Technology Chu Ngoc Anh said that from 11 to 13 October 2017, the Ministry held a seminar to review the list of goods in the heading 2 and legal normative documents on Customs clearance for imported and exported goods under specialized management of 12 ministries and sectors to deploy the direction of the Government and Prime minister in the Resolution No.19-2017/ND-CP and Resolution No. 75/ND-CP.

The remarkable result of the seminar is that specialized management ministries agreed and coordinate to fulfill the tasks assigned by the Government and the Prime Minister, in which continuing to review the issued list of goods in the heading 2 and consider to remove the list of goods which is not really dangerous or not to be identified the management method or have not national technical standards; supplement HS code (if they have not HS code ); specify imported goods which must be applied pre-Customs clearance inspection or post-clearance audit to reduce 50% of goods in the heading 2 subject to pre-Customs clearance inspection to facilitate import and export businesses.

Besides, the Ministry of Science and Technology and ministries will speed up the development of Vietnam Standards for products and goods which are not listed in the heading 2.

With the role as the leading agency on verification of Vietnam Standards for products and goods in the heading 2, the representative of the Ministry of Science and Technology affirmed that Vietnam Standards would specify management measures and consider the reasonable or unreasonable management measures not to prevent trade and facilitate businesses and enhance the post-clearance audit and risk management in accordance with direction of the Government.

According to the Ministry of Science and Technology, in the coming time, it will continue to collaborate with ministries and sectors to complete legal normative documents to specify the mechanism of pre-Customs clearance inspection and post-clearance audit for quality inspection for products and goods; specify regulations on exemption from inspection for imported goods and products; complete the law on handling administrative violations in the quality measurement standard for ministries and sectors to implement.
