Specifically, Customs authorities will refund anti-dumping duty that already paid in accordance with Decision No.957/QĐ-BTC dated 21/3/2017 of Minister of Industry and Trade on applying provisional anti-dumping measure for H beam products imported to Vietnam originating from China if it meets conditions specified in Decision No.3299/QĐ-BCT dated 24/8/2017.
At the same time, stop collecting provisional anti-dumping duty in accordance with Decision No. 957/QĐ-BTC for H beam shipment that meets the conditions as stipulated in Decision No. 3299/QD-BCT but has not paid provisional anti-dumping duty yet.
As known that, on 21/8, the Ministry of Industry and Trade issued Decision No. 3283/QD-BCT applying official anti-dumping measures for H beam products. Then, on 24/8, the Ministry of Industry and Trade issued Decision No.3299/QD-BCT amending some content of Decision No.3283/QD-BCT.
Accordingly, H beam products are excluded from official anti-dumping measures if they meet one of the following cases:
- The height of product is more than 704 mm or a width is greater than 304 mm or more; or
- Dimensions: 100mm x 55mm or 120mm x 64mm
On the basis of the above guidance, the Ministry of Industry and Trade also sent a dispatch to the Ministry of Finance and the General Department of Vietnam Customs in order to request for refunding anti-dumping duty on some items of H beam which are excluded from anti-dumping duty payment.
