Review and determine the number of public automobile requirements

In order to timely inform the Government about automobile requirements, the Ministry of Finance issued Document No. 3307/BTC-QLCS to request information from the Ministries, Ministerial – level agencies, other agencies at the Central and Provincial People Committees, and economic corporations, based on the decision of the Prime Minister.
Decree No.04/2019/ND-CP requires a review to determine the number of cars available for work in accordance with titles; the number of cars available for common usage of agencies, organizations and units under management area according to the requirements as prescribed in the Government's Decree.
Also, to review the number of existing cars, compared to the requirements for vehicle usage by each authority, organization and unit under their management in order to ensure the standards as prescribed in Decree No. 04/2019/ND-CP.
The departments must also review the requirements for the use of some special purpose cars as described in Decree No. 04/2019/ND-CP to apply for approval from the Prime Minister. To formulate the requirements of using such vehicles (users, types, quantities and prices) for agencies, organizations and units under the scope of management.
The rearrangement and handling of cars specified in this Document shall comply with the provisions of Articles 24 and 25 of Decree No. 04/2019/ND-CP; Accordingly, Ministers, Heads of central agencies, provincial People's Councils shall decide or how to handle redundant cars (if any) in accordance with the Law on Management and Use of Public Assets and Decree No. 151/2017/ND-CP dated 26/12/2017.
Particularly for special purpose vehicles in the health sector described in Clause 1, Article 17 of Decree No. 04/2019/ND-CP, the Ministry of Health is urgently requested to provide detailed requirements for use of special purpose vehicles in the medical field.
