Review and revise two decrees on customs procedures, inspection, supervision and enforcement

According to the General Department of Vietnam Customs, in the past, the implementation of the contents of the Decree as mentioned above has revealed a number of regulations which are no longer appropriate with the reality of customs management or overlapping with other legal documents, such as: specialized inspection, customs inspection and supervision, customs procedures for some types of import and export goods, risk management, post-clearance audit, etc.
In addition, at present, Vietnam has been participating in negotiations to sign many new-generation free trade agreements, such as the EVFTA and CPTPP, requiring customs procedures to be more reformed and transparent.
It is expected that in 2021, the General Department of Vietnam Customs will report to the Ministry of Finance and submit to the Government for promulgation a Decree amending and supplementing a number of articles of Decree 08/2015/ND-CP and Decree 59/2018/ND- CP to ensure compliance with reality and in accordance with commitments in the agreements.
Currently, the General Department of Vietnam Customs is requesting local customs units and units of the General Department to review the contents, evaluate the implementation of the Decrees and summarize the contents of arising problems, proposing contents to be amended and supplemented.
