The Government must once again have a direction on this issue because on 14th March 2017, the Ministry of Transport issued a document No. 2627 / BGTVT-MT to propose to the Prime Minister to implement Decision 49 for automobiles and motorbikes using diesel to 31st March 2017.
This proposal of the Ministry of Transport has made businesses confused because a few days ago, on 10th March 2017, the conclusion (No. 126 / TB-VPCP) of the Prime Minister, Mr. Nguyen Xuan Phuc at the Office of the Government clearly stated "The implementation of Decision 49 for automobiles and motorbikes using diesel would last to 31st December 2017”.
In fact, the implementation of the roadmap for diesel emissions of automobiles and motorbikes according to Decision 49 has had a large impact on production, assembly and import of cars, especially for passenger cars, trucks and specialized vehicles.
The lack of initiatives in the implementation of guiding documents on input fuel (petroleum and diesel), infrastructure (fuel stations and maintenance areas) of the functional management agencies and businesses has made the implementation of Decision 49 of the Government passive, facing many difficulties and causing economic losses.
Therefore, in addition to resolutely instructing Ministries and Departments to keep the roadmap to apply emission standards for automobiles and motorbikes as stipulated in Decision 49, the Prime Minister, Mr. Nguyen Xuan Phuc said that "The implementation of Decision 49 for automobiles and motorbikes using diesel would last to 31st December 2017”.
The "strange" proposal of the Ministry of Transport has made the implementation of the roadmap for diesel cars slower. Accordingly, the production, assembly and import of enterprises continue to face more and more difficulties.
Reportedly, after the strange proposal of the Ministry of Transport, on 28th March 2017, the Deputy Prime Minister, Mr. Trinh Dinh Dung issued the document as follows: "Enterprises in the field of production, assembly and import of automobiles using diesel will be implemented under the roadmap to 31st December 2017 as directed by the Prime Minister in Official Letter No. 126 / TB-VPCP of 10th March 2017. Automobiles which meet the emission standards of the Ministry of Transport shall be subject to the relevant procedures.
The Deputy Prime Minister also pointed out: Enterprises in the field of production, assembly and import of automobiles must have the plan to ensure the completion of Customs procedures and put them in the market before 31st December 2017. After the deadline, if enteprises can not complete Customs procedures under the Law, they will have to re-export or export these automobiles and report to the Ministry of Transport. The Ministry of Transport shall coordinate with relevant agencies for supervising the implementation of the above roadmap.
The Ministry of Transport has been also assigned by the Government to direct and supervise the implementation of enterprises. Accordingly, from 1st January 2018, all manufactured, assembled and imported automobiles must meet emission standards at level 4 in accordance with Decision 49 and enterprises must report problems and propose solutions to the competent authorities to ensure the progress of the above roadmap.
Regarding fuel, the Deputy Prime Minister has required the Ministry of Industry and Trade to direct petroleum dealers to supply petrol and oil at level 4 and 5 in the market to meet the requirements of Decision 49. In the fourth quarter of 2017, the conditions to ensure the supply of diesel at level 4 in the market will be established (no later than 1st January 2018).

Based on the direction of the Government, enterprises expect that the relevant Ministries and agencies should quickly guide the implementation of the direction to meet the requirements on infrastructure and technology of the Government.
