VCN- On July 6, in Ha Noi, the Standing Office of National Steering Committee and the Viet Nam Directorate of Market Surveillance signed acoordination regulationforcombating smuggling, trade fraud and counterfeits. Major General Dam Thanh The, Chief of Standing Office of the National Steering Committee 389 and Director General of Viet Nam Directorate of Market Surveillance Tran Huu Linh signed and awarded the coordination regulationbetween the two sides.

The two sides agreed on the principles, contents, forms, responsibilities and coordination regimes between the Standing Office of the National Steering Committee 389 andthe Viet Nam Directorate of Market Surveillance in combating smuggling, trade fraud and counterfeits.

According to the coordination regulations, when one of the two sides requests to coordinate the work, the other must urgently receive requests, arrange forces and means of transport for performance.During performance, the coordination must ensure best fulfillment of roles and responsibilities in the spirit of promoting cooperation, solidarity, support and creating favourable conditions for each side; ensure the confidentiality of each party’s information, force, means of transport and specialized measures; do not affect the tasks and internal affairs of each party as well as the normal works of the relevant agencies, organisations and individuals.

The information provider is responsible for the reliability and accuracy of the information and the information recipient is responsible for managing and using the information in accordance with the request of the provider and provisions of law.

The two sides are responsible for directing and guiding local agencies and units to strengthen cooperation in combating smuggling, trade fraud and counterfeit goods in accordance with regulations and their assigned functions and duties.

The regulation stipulates contents related to the advice for the National Steering Committee 389 such as coordination in advising the Committee to promulgate programmes, plans and documents directing the fight against smuggling, trade fraud and counterfeit goods; managing coordination with other forces of Steering Committee 389 of ministries, branches and localities to effectively deploy after the programmes and plans are issued.

Collaborating in advising and proposing the National Steering Committee 389 propose the Government andPrime Minister to issue decrees, directives and documents directing the smuggling, trade fraud and counterfeit goods; directing ministries, sectors and localities to review, amend, supplement and develop new policies on the fight against smuggling, trade fraud and counterfeit goods.

Coordinating in development of the programme, proposing the National Steering Committee 389 to establish intersectional inspection teams to inspect and urge prevention of smuggling, trade fraud and counterfeits of ministries, sectors and localities.

In exchange of information, inspection and handling of cases, the two sides agreed to monthly, quarterly and randomly exchange information for the fight against smuggling, trade fraud and counterfeits in the domestic market, as well asexchange information related to smuggling, trade fraud and counterfeits transported from border areas andsea areas into the domestic market and vice versa; coordinate in handling information provided from hotline of National Steering Committee 389; coordinate in developing plans to verify information, inspect and handle cases of smuggling, trade fraud and counterfeit goods.

Regarding communication, the Viet Nam Directorate of Market Surveillance is responsible for directing subordinate units in accordance with provinces in Decision 01/QĐ-BCD389 dated January 4, 2018 regulating thereporting regime of the National Steering Committee 389 for the Standing Office to post information on the website of the National Steering Committee 389. For complexcases, the two sides shall agree on the time, content and the press to receive information to provide.

In addition, quarterly, annually or randomly, based on the actual situation and working programme, the two sides shall work together to develop topics and contents of public concern to provide to media agencies which have a cooperation programme with National Steering Committee 389.

Regarding international cooperation, training, emulation and commendation, the two sides agreed to share information with each other to base their needs and funding on leaders or experts to contribute to improve the understanding, capacity and skills for officers.

At the workshop, leaders of Standing Office of the 389 National Steering Committee and the Directorate of Market Surveillance confirmed that signing the Coordination Regulation will be the basis for the two sides to enhance their responsibilities and coordination to push back smuggling, trade fraud and counterfeit goods.
