Smuggled cosmetics transporting massively into domestic market
On December 16, forces conducted an inspection for a 16-seat passenger car driven by Nguyen Ngoc Tuong for showing signs of transporting contraband goods.
Through counting and classifying goods, forces discovered eight types of goods namely clothes, hats for men and women manufactured outside of Vietnam and 180 bottles of shampoo branded KA'FEN, type 800ml/bottle with a value of VND 19.8 million made in China without invoices and documents proving the legal import origin.

At the time of inspection, Nguyen Ngoc Tuong presented to the force sales invoices made by the business household of Vy Thi Huong on December 16, 2020 (located at kiosk 44, Truc Chinh Street, Tan Thanh, Van Lang) sold to Nguyen Thi Hien (address: Minh Cuong, Thuong Tin, Hanoi) with a total value of goods on the invoice VND 21.4 million.
However, through verification, Nguyen Ngoc Tuong (driver) was found to have taken advantage of transporting goods that have invoices to mix with some smuggled goods to earn profit.
Competent forces have worked with buyers and sellers of goods to determine the origin of the goods produced outside of Vietnam and determined all of the above goods are smuggled goods. Thereby, the forces issued a decision to sanction Vy Thi Huong VND 10 million and forced to pay the illegal benefits of VND 21.4 million to the State budget; sanctioned Nguyen Ngoc Tuong VND 10 million and forced to destroy all smuggled goods.
Also on December 17, the force inspected a passenger car and discovered 576 tubes of DEMYSELF concealer made in China, without invoices and documents to prove the origin of goods.
The representative of Lang Son Market Management Department said that, recently, the Market Management force seized many cases of transporting cosmetic across the area. To strictly control goods of unknown origin, without invoices, documents, and smuggled goods into the domestic market, the Market Management force coordinated with local authorities to strengthen supervision and control, detect and strictly handle acts of illegally transport of goods, including cosmetic products.
