The Press Conference included 40 reporters and journalists from governmental and Hanoi press agencies.

At the conference, Head of the Standing Office of the National Steering Committee 389 Dam Thanh The said that on the land border route, the infringing goods concentrated on essential consumer goods, goods with high tax rates, goods subject to specialized management and goods engaged in intellectual property violations and banned goods: Drugs, explosives, firecrackers, foreign liquors, foreign cigarettes, soft drinks, sugar, cosmetics, supplementary food, live food, poultry, cattle and products from poultry and cattle, agricultural and forestry products, electronics, refrigeration, fabrics, readymade garments, footwear and consumer goods. On the sea route, seaports and international river gates appeared smuggling activities and illegal transportation of petroleum in sea areas in provinces: Quang Ninh, Hai Phong, Thanh Hoa, Nghe An, Binh Dinh, Phu Ten, Khanh Hoa, Binh Thuan, Ba Ria – Vung Tau, Tien Giang, Tra Vinh and Kien Giang. At airports and international posts, drugs, products of rare wildlife, foreign currencies, cosmetics, supplementary foods, high-end fashion, technological equipment, foreign liquors, foreign cigarettes, and cigars were hidden in the body, in luggage, suitcases, private clothes and were not declared upon exit or entry; or separated into many bills with small amount to be sent to many different addresses, but actually there was only one receiver. Enterprises take advantages of duty-free norm for donated goods and gifted to legalize the smuggled goods and banned goods.

In the inland, the smuggling, illegal consumption and transportation of smuggled goods, banned goods, counterfeit goods, low-quality goods; and violations on the listing of selling prices and trading of expired goods and goods of unknown origin had occurred in many localities, especially big cities such as Hanoi and Ho Chi Minh City.

These shortcomings affected economic development, threatened public health, posed a potential risk to national security and social order and safety.

In order to make a change in the fight against smuggling, trade frauds and counterfeits, in the last 6 months of 2017, the National Steering Committee 389 requests the ministries, sectors, and localities to continue to strictly implement the task groups mentioned in Resolution 41 / NQ-CP on promoting the fight against smuggling, trade fraud and counterfeits.

In which, strictly and effectively implementing programs, plans and guidance of the Government, the Prime Minister and the National Steering Committee 389; determining the fight against smuggling, trade frauds, and fake goods as an important and regular political task of all levels and sectors without any exceptions.

Together with it, the ministries, sectors, and localities must implement effective measures on improvement of business investment environment and administrative reform and actively apply science and technology, renovate the management method and process to reduce the costs, improve the quality of products and ensure the balance of supply-demand for goods of the domestic market.

The National Steering Committee 389, ministries, sectors, and localities must strengthen competent forces to review and arrange qualified staff to hold positions and places which are commensurate with their capacity and experience; actively review, classify and propose to handle quickly and timely documents containing shortcomings and loopholes which are abused and create favorable conditions to support civil officials and competent forces to carry out tasks successfully.

In the first 6 months of 2017, competent forces have detected and handled 88,564 infringing cases (equal to 93.71% over the same period of 2016), collecting 7,949.6 billion VND (up by 40.44 % over the same period in 2016), prosecuted 1,189 cases with 1,372 perpetrators.

Through the anti-smuggling, examination and post clearance audit, the Customs detected, seized and handled 11,249 infringing cases, collecting 1,062.2 billion VND, prosecuted 20 criminal cases and transferred 38 cases to other agencies for prosecution.
