According to Dr. Vu TienLoc, in recent times, the Government has two extremely important Resolutions for enterprise development, which were Resolution 19 on improving the business environment and enhancing national competitiveness, and Resolution 35 on enterprise development.

Also according to the chairman of VCCI, these two important Resolutions aimed at doubling the number of enterprises in the next five years and by 2020 there will be at least one million enterprises. In order to achieve that goal, the Government has made important decisions: building a Tectonic Government, Serving Government, Acting Government for the people and enterprises to ensure a safe and most convenient business environment for enterprises.

However, the representative of VCCI also stated that over a year into life, although the Government has drastically deployed these Resolutions, there were still some local ministries and departments which have not really spread the spirit of the Resolutions.

A Representative of ThanhHoa Business Association also said that in the past time, the implementation of Resolution 35, the Government removed and supported enterprises a lot, but in many localities the change was too slow due to conservatism. The majority of officials were still sluggish, indifferent and irresponsible with the problems of enterprises, repelling the pace of development.

On receiving the opinion of enterprises, Dr. Vu Tien Loc acknowledged that in 2016, VCCI received more than 400 proposals of enterprises, VCCI reported to the relevant ministries and departments and 320 proposals were responded to. More than 60 remaining proposals are being studied and resolved by the ministries. Because there are proposals meeting obstacles on law and need to be resolved at functions of documents and need to be proposed to the National Assembly to consider for law amendments. All proposals of enterprises are gathered monthly and reported by VCCI to the ministries and departments and the Prime Minister.

As Dr. Vu Tien Loc said, the Government will preliminarily summarize the implementation of Resolution 35, accordingly, the Prime Minister will listen to reports from the relevant ministries and branches and agencies. In these reports, the Prime Minister will listen to opinions from two sides of Government and enterprises.
