Speed up the reform of the apparatus is a key breakthrough

VCN- Real restructuring is a fundamental reform that must break away, overcome the old things and remove the vested interests to innovate for the common development, the common good. It is also clear that this congestion for the development in general and in restructuring in particular, is in the state management. This is the opinion of Dr. Luu Bich Ho (pictured), former Director of Development Strategy Institute, MPI, in an interview with the Customs Newspaper on economic restructuring.

Sir, how do you rate the results of economic restructuring, innovation model of growth to the present time?

I realize that in the process of economic restructuring and reforming the growth model, the overall economy shows that macroeconomic stability has been well established, has restored the growth rate The social security is at the necessary level ... The situation and achievements are due to many factors, especially the great effort of farmers, the business community, with the determination of the Government and the Prime Minister. In particular, there is an important part that has made economic restructuring achieve positive results. The highlight here is institutional reform, improved business investment climate, restructuring in agriculture and the promotion of the role of the private economy. The major limitation is that there is not enough uniformity, uniformity and comprehensiveness in the organization of the program implementation and defined restructuring tasks.

Objectively, it should be stressed that the result is set in the context of the fact that the economy entering the 5-year plan period is in a state of difficulties, limitations and weaknesses accumulated from many years ago. That is the macroeconomic instability, economic growth slowdown, public debt exceeded the bounds, the repayment rate in the budget is very high, bad debt is too large, and restructuring has not been implemented significantly. The situation in the world has changed a lot over the past few years.

According to ministry of planning and investment, the important reason for the existence of the restructuring is due to "the implementation is not comprehensive and drastic for ministries, sectors and localities". How do you think the "cold and hot" situation in economic restructuring should be handled?

Apart from the difficulties arising from objective reasons, the causes of many targets to have not been achieved in economic restructuring, renovation of the growth model has been due to the apparatus, due to human factors, especially the heads of agencies, organizations and units from the ministries and branches to the localities have the responsibility but have not properly fulfilled their responsibilities and tasks. It is important to emphasize that real restructuring is a fundamental reform that must abolish and overcome the old things, removing the vested interests to create innovation for the common good. It is also clear that this congestion in the development in general and in restructuring in particular is in the state management. I think that the administrative system should be renovated to meet the requirements and tasks set by the Party Central Committee's Resolution XII. More than ever, responsibility should be clearly defined for each individual and discipline to be strictly enforced, delay at each stage and each individual should be dealt with publicly.

Agriculture, information technology and tourism are considered as drivers for Vietnam's growth in the coming time. However, the utilization of these sites is not as expected. In your opinion, how should these sectors be restructured to promote their role in the new situation?

The final restructuring is to move to a new growth model that takes productivity, quality, efficiency, competitiveness and sustainable development as the criteria, metrics and targets. In that model, science and technology, innovation and institutions and the mechanisms that require and facilitate equitable competition, and the rational allocation of resources become the main and important drivers to create fast and sustainable growth. This force should be expressed in each sector, each sector of the economy.

Looking back, we have not seen the dynamics that are used and promoted as required and realistic ability. This is the largest residual to continue restructuring to create new breakthroughs. We have talked a lot about the need to link the Industrial Revolution 4.0 with the improvement of the quality of human resources that needs to be practically demonstrated in the real development of all sectors. Agriculture has made a good movement in this direction and needs to be further promoted, along with real reforms on the land use rights of farmers and rural and agricultural enterprises for easier access to large scale production. The manufacturing industry has prospered by internal resources but technological advances are not as prominent as a driving force. The service sector always makes a great contribution to growth, especially in the past few years, foreign currency earning has been outstanding, but still in terms of quantity and not focusing on quality. Travel products that contain high technology and a good service culture to attract more visitors and, more importantly, to earn more foreign currency per tourist is still an important requirement. Restructuring of the transport sector is also waiting a synchronous and effective restructuring of modes of transport, with particular emphasis on the development of appropriate logistics systems to rapidly reduce transportation costs. In order to create the motivation, it is necessary to focus on investing more effectively in necessary technical and material infrastructure, training human resources with high quality together with organizational innovation, management and administration in each sector, every business ... So every sector and field have the requirements and the ability to find and implement innovative solutions with creativity to get out of the old ways of doing business, increasing productivity, quality and value.

Restructuring will be the top priority of the government. In your opinion, what kind of solutions should the government focus on?

Economic restructure is determined by market and business owners, farmer households, individual entrepreneurs and non-productive agencies. The state, the government creates the environment and the necessary conditions for the market field of operation and those entities operate, at the same time managing and regulating this activity in line with the development objectives. Over the years the government has done a lot in that role and function. But there is more to do, to make it better, more effective, more effective. It is expected that the Government should continue to create a favorable business environment in which the focus is on reducing unnecessary business conditions and administrative procedures.

To be like this, first of all it is necessary to terminate the situation "the level of Government works hard, but the local grade does not work", the words have not accompanied the requirement for action, discipline is not strict, accountability is not complied with, and public transparency is very limited. Directives, orders are also necessary, but only at the necessary and sufficient level, not contrary to the way forward for a market economy. It can be clearly seen in practice that many things are born out of the management apparatus and that their operation is slow to be renewed, even that is an obstacle to development, to the restructuring and transformation of a growth model. Therefore, speeding up the reform of the apparatus must be a breakthrough in the coming time with the highest determination. From now to 2020, the Government has determined that restructuring is a key task, a decisive solution to successfully implement the five-year socio-economic development plan of 2016-2020. Therefore, the restructuring process is really demanding the great efforts of all sectors and localities in fulfilling their tasks of restructuring.

"In order to restructure the economy more effectively, I think it is necessary to further strengthen the Resolution of the 5th Plenum on Private Sector Development as it is a key group for economic development. At the same time, to attach importance to the development of training in technology and skills, finding out ways to link between enterprises and trainers, how to train in accordance with practical needs. Attention should be paid to the development of services such as transport, logistics, tourism, health care ...

On the reduction of business conditions and specialized inspection, the results of the volume are good, some sectors of the business conditions, automation, computerization modernization has been in the middle stage. There is still a long way to go. Need to change the quality, how to manage the state at least but the highest efficiency. Nowadays our scope of management is very much, the number of clues is very cumbersome, the efficiency certainly cannot be high, the consciousness of the implementation team is only a short journey. At present, we have started to restructure the economy in combination with improving the efficiency of the apparatus, developing the digital economy, reducing the number of focal points and reducing the number of phases.
