Accordingly, agencies, organizations and individuals implementing electronic transactions in operations of the State Treasury must comply with the principles specified in Article 5 of the Law on Electronic Transactions and Article 4 of Decree 165/2018/ND-CP of the Government on electronic transactions in financial activities in accordance with requirements of processes and technical standards in electronic transactions prescribed by the Ministry of Finance and the State Treasury.
Agencies, organizations and individuals that have completed a transaction by electronic method are not required to perform such transactions by another method and are recognized on the website of the State Treasury unless other cases provided by law.
Electronic vouchers in professional activities of the State Treasury must be digitally signed by competent agencies, organizations or individuals or authenticated by other measures as prescribed in Article 5 of Decree 165/2018/ Decree-CP.
The Circular clearly states that the portal of the State Treasury is the only access point of the State Treasury in the network environment, which is linked and integrated with information channels, services and applications provided by the State Treasury.
The portal of the State Treasury is https://vst.mof.gov.vn/ and includes integrated websites where the State Treasury provides relevant information, services and transactions and receives electronic documents continuously 24 hours a day and seven days a week
Under the Circular, electronic transactions in the State Treasury's professional activities are carried out through the integrated websites of the State Treasury's portal, including: electronic transactions related to the receipt and settlement of administrative procedures in the field of State Treasury in the electronic environment; electronic transactions related to the signing and performance of electronic contracts; digital data sharing transactions; other electronic transactions in State Treasury professional activities.
Agencies, organizations and individuals access the portal and websites of the State Treasury through web browsers or mobile applications of the State Treasury.
The portal and websites of the State Treasury receive electronic documents continuously 24 hours a day and seven days a week, including weekends, public holidays and New Year's Day, unless other cases specified or cases where the State Treasury's system is under maintenance, upgrading or experiencing technical problems and cannot be operated.
In case of system maintenance or upgrade, the State Treasury shall notify agencies, organizations and individuals at least three days in advance on the website of the State Treasury or by email to agencies, organizations and individuals.

Before performing electronic transactions through the State Treasury's websites, agencies, organizations and individuals shall identify and authenticate electronically in accordance with the law on electronic identification and authentication.
The Circular takes effect from December 1, 2021.
