According to the General Department of Taxation, the problem of multi-level selling operations is complicated with many enterprises being sanctioned by state management agencies and having their business licenses withdrawn. In the process of tax administration for this activity, tax authorities at all levels have regularly inspected, examined and promptly dealt with them according to tax law applicable to multi-level selling units.
Besides that, the tax authorities at all levels also coordinate with the inter-branch inspection team led by the Ministry of Industry and Commerce to conduct inspection and examination of taxes for business units in multi-level mode.
In order to control multi-level business activities, the General Department of Taxation requests the provincial Tax Departments to base themselves on databases collected from functional agencies for sale units in the multi-level for risk analysis, planning of inspection and implementation of inspection and examination.
The tax departments also need to disclose information of tax inspection results timely, accurately and objectively by business enterprises in a multi-level mode nationwide. If detecting violations related to ministries and branches, they shall promptly supply information for handling in accordance with relevant regulations.
