Strengthen the management of goods deposited in bonded warehouses, temporarily imported and re-exported

VCN - The General Department of Vietnam Customs (GDVC) has directed provincial customs departments to strengthen the management and supervision of goods deposited in bonded warehouses and goods temporarily imported and re-exported to avoid fraud.

Accordingly, in order to avoid the situation of expired goods showing signs of damage being re-exported and then smuggled inland, especially frozen food, GDVC requested Customs Departments of provinces and cities to cooperate with local quarantine agencies to assess the shipment dossiers, check the quality of the goods, and expiry date.

In case goods showed signs of not ensuring food safety and hygiene, and are likely to cause environmental pollution, customs authority requested the enterprise operating the temporary import and re-export business and the owner of the bonded warehouse to coordinate with the owner of the goods in order to destroy goods in accordance with regulations on environmental protection.

The direction of the General Department of Vietnam Customs is based on the provisions of Article 46 of the Law on Customs on customs inspection and supervision of goods temporarily imported and re-exported, Article 31 of Decree No. 69/2018/ND-CP dated 15 May 2018 of the Government stipulating a number of articles of the Law on Foreign Trade Management; Article 85, Article 86 of Decree No. 08/2015/ND-CP dated January 21, 2015 of the Government stipulating on measures to implement the Law on Customs and customs procedures, inspection, supervision and control and related regulations on customs procedures, management and supervision of goods temporarily imported and re-exported and goods deposited into and delivered out of bonded warehouses in Circular No. 38/2015/TT- BTC dated March 25, 2015 amended and supplemented in Circular No. 39/2018/TT-BTC dated April 20, 2018 of the Ministry of Finance providing additional regulations on customs procedures, inspection and supervision; export duty, import duty and tax administration for export and import goods.
