Under the guidance of the General Department of Customs, when doing the procedures to export minerals, Customs sub-departments have to check the sample (except for the sampling and analysis of the business previously had the presence of Customs authorities under the provisions of Clause 3, Article 1 of Circular 12/2016 / TT-BCT of the Ministry of Industry and Trade) and ensuring the Customs authorities monitor the preservation of the status of goods from taking sampling till exporting.

This requirements are given in order to determine the basis of assessment and ensure the export of mineral shipments satisfy the standards and quality in accordance with the law. Also, avoiding the enterprises use of the Analysis sample sheet of the consignment which satisfied the standards and quality, to lodge with the Customs agency when doing Customs procedures for exporting these shipments.

Earlier, the General Department of Customs and the Ministry of Industry and Trade agreed to exchange the realization of mineral sampling procedures. According to the General Department of Customs, mineral resources are not infinite, we should not encourage exports and should have strict management; especially about the exploitation of raw, unprocessed standards, content, certain quality (to avoid the rampant exploitation and export of wasted resources).

Therefore, the General Department of Customs regulations recommended procedures when mineral exports must be sampled to check again (except for the sampling and analysis had previously witnessed by Customs authorities) to identify shipments of export consignment.

Agreement on implementation methods of sampling analysis in accordance to Circular 12/2016 / TT-BCT, the Ministry of Industry and Trade proposed to the General Department of Customs to guide enterprises and local Customs agencies to perform sampling procedures of minerals when doing export procedures that are appropriate to each specific conditions, to ensure the export of the right type and quality.
