Strictly controlling the abuse of transit policy for smuggling

The document of the National Steering Committee 389 showed that recently, competent forces such as the police and the Customs force have discovered many cases of smuggling of goods banned from import and subject to conditional import (used goods) such as auto parts, motorcycles, electromagnetic, refrigeration in many provinces and cities. Tricks of perpetrators have been quite sophisticated as the goods are not transported to the export border, or perpetrators deliberately break customs seals to disperse goods.
In this situation, the National Steering Committee 389 has requested the Steering Committee 389 of ministries, sectors, and localities to focus on directing their competent units to intensify the fight against the above-mentioned smuggling activities.
Accordingly, the Ministry of Finance shall review the regulations on the management of the mode of transport of goods in transit, transshipment to direct the Customs offices to closely inspect and supervise the consignment of transited goods right from the importation stage till the time of actual export and strictly handle the violations according to regulations.
The Ministry of Public Security shall direct the forces to define smuggling rings to fight against the withdrawal, exchange, and dispersion; coordinate with the Customs and the Border Guard force to prevent the goods being smuggled in the course of transportation, across the border, for consumption in Vietnam.
The Ministry of Defense shall direct the Border Guard and the Coast Guard units in intensifying the inspections and control of the trails, openings, river and sea areas in order to prevent the transportation of goods from the other side of the border into Vietnam.
The Ministry of Industry and Trade has directed Market Management forces to control the retail market, agents, stores for sale and storage of banned goods.
The Steering Committee 389 of provinces and cities such as Ho Chi Minh City, Ba Ria-Vung Tau, Dong Nai, Binh Duong, Binh Phuoc, Tay Ninh, Long An, An Giang, Kien Giang and Dong Thap provinces has directed units to actively inspect and control in the area, fight against the illicit trade and consumption of goods banned from import and goods subject to conditional import in the localities.

As reported by the Customs Newspaper, on 21st June 2017, the Anti-Counterfeiting and Intellectual Property Protection Team (Unit 4) coordinated with the Southern Anti-Smuggling Control Team (Team 3 ) and Online Customs Surveillance Division (Division 3) of the Anti-Smuggling Investigation Department; and the Customs Branch of Saigon port, Zone 1 to conduct a search of a container with a large amount of clothing, fashion accessories, watches suspected of imitation of famous brands such as Adidas, Puma, and Cover. According to the representative of Team 4, this shipment was transported from Guangzhou (China) to Cat Lai port in Vietnam to transport to Cambodia by road. Through inspections, Customs officers found clothing, shoes, fashion accessories, phones, watches, bags with famous brands: Adidas, Pu Ma, Converse, Chanel, Hermes; Apple, Samsung; Giorgio Armani which were registered for border control and protection of intellectual property rights in Vietnam. The goods mentioned above showed signs of illicit consumption in Vietnam. Team 4 continued to carry out physical inspections of 12 containers of goods from 4 companies: Dai Kim Minh Advertising and Services Co., Ltd; Thinh Anh Duong Co., Ltd; Swift Freight Logistics Co., Ltd ; Anh Khoa Transportation Assistance Services Company Limited to open separate declaration for similar goods in accordance with the procedures of the Intellectual Property Law. |
