According to the General Department of Customs, local customs units have implemented the tax incentive program according to Articles 7a and 7b of Decree 125/2017/ND-CP, Decree 57/2020/ ND-CP and Decree 101/2021/ND-CP, however, the results have not been as expected and there are still many shortcomings and limitations.

Accordingly, to comply with the provisions of Article 7a of Decree 125/2017/ND-CP as amended and supplemented in Decree 57/2020/ND-CP and Decree 101/2021/ND-CP, Article 7b in Decree 57/2020/ND-CP according to each effective time of the Decrees and directing documents, the General Department of Customs requires the customs units to strictly follow regulations in the tax incentive programs.
In particular, the General Department of Customs requests customs units to pay attention to the procedures for notifying enterprises registering to participate in the tax incentive program in Articles 7a and 7b according to the instructions in Dispatch 1636/TCHQ-TXNK dated 27 March 3, 2018 (Article 7a) and Dispatch 4929/TCHQ-TXNK dated July 24, 2020 (Article 7a and Article 7b) to the Department of Information Technology and Customs Statistics to promptly update on the customs sector’s website.
At the same time, customs units are required to inspect and guide enterprises to declare the description of goods according to the instructions in documents of the General Department, check dossiers, review cases and conditions for applying the tax incentive program according to the provisions of Clause 7 Article 7a of Decree 125/2017/ND-CP, Decree 57/2020/ND-CP, Decree 101/2021/ND-CP and instructions in Dispatch 3782/TCHQ-TXNK dated June 28, 2018 of the General Department of Customs.

In particular, to implement the provisions of the Tax Incentive Program on schedule, the General Department of Customs requires units to properly report tax refund data according to the instructions in Dispatch 3782/TCHQ- TXNK dated June 28, 2018 and Dispatch 6065/TCHQ-TXNK dated September 15, 2020 of the General Department of Customs.
